ETHICS-SUMMARY REPORTS PUBLIC

Amends the State Officials and Employees Ethics Act. Provides that the Executive Inspector General may make a summary report and response of the ultimate jurisdictional authority or agency head available to the public if the Executive Ethics Commission does not do so. Provides that, prior to publication by the Executive Inspector General, the Executive Inspector General shall permit the respondents, the Commission, and the Attorney General to review the documents to be made public and offer suggestions for redaction or provide a response that shall be made public with the summary report.

FINANCE-BD MEMBER SALARIES

Amends the State Finance Act. Provides that no salary shall be paid to a member of a State board or commission that meets part-time. Provides that a member of a State board or commission may, however, be reimbursed for travel and other expenses if so authorized by law. Effective July 1, 2011.

BUSINESS ENTERPRISE-TASK FORCE

Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Creates the Female-Owned Business Task Force to determine (i) the average timeline for businesses to be certified under the Act; (ii) whether it takes longer for female-owned businesses to be certified; and (iii) if so, why it takes longer for female-owned businesses to be certified. Provides that the Task Force shall formulate guidance on how to improve the timeline and procedure in certifying female-owned businesses. Sets forth the membership of the Task Force. Provides that the Task Force shall hold 2 or more meetings at which it shall hear testimony regarding matters in dealing with business affairs with the State pertaining to the classification of women-owned businesses. Provides that the Task Force shall submit its recommendations in a report by January 1, 2013 to the General Assembly. Effective immediately.

LOBBYING-ELECTED OFFICIALS

Amends the Lobbyist Registration Act. Prohibits any elected or appointed official of a unit of local government or school district whose term of office begins on or after the effective date of the amendatory Act from being a contractual lobbyist. Authorizes such a person, however, to be an exclusive lobbyist.

ETHICS-TRAINING FINE

Amends the State Officials and Employees Ethics Act. Provides that an ethics commission may levy an additional administrative fine of not less than $250 against any officer, member, or employee who fails to complete required ethics training.
