Directs the Auditor General to conduct a management audit of the State of Illinois' employee performance evaluation process or processes for positions that are subject to the Personnel Code.
Recognizes the dangers of sepsis and encourages people to take part in the 3rd annual Illinois Sepsis Challenge 5K Run and Walk in Orland Park in order to bring increased awareness to the danger of sepsis; declares July 30, 2016 as Illinois Sepsis Day.
Amends the Juvenile Court Act of 1987. Provides that if a minor is found to be a delinquent minor by reason of the commission of a gang-related offense, and the court finds that the minor is a first-time offender and orders that a parent, guardian, or legal custodian retain custody of that minor, the court may order the parent, guardian, or legal custodian to attend antigang violence parenting classes. Provides that the Department of Children and Family Services shall establish the curriculum for the antigang violence parenting classes. Provides that the father, mother, spouse, or other person liable for the support of the minor, the estate of that person, and the estate of the minor shall be liable for the cost of classes, unless the court finds that the person or estate does not have the financial ability to pay.
Amends the Hotel Operators' Occupation Tax Act. Provides that certain certified amounts of the proceeds from the tax shall be deposited into the Tourism Promotion Fund. Provides that those moneys shall be used by the municipality in which a local convention center is located to reimburse the local convention center for the amount of qualified incentives provided by the convention center. Effective immediately.
Amends the Illinois Insurance Code to provide that policies of accident and health insurance or managed care plans that cover dependents and that are amended, delivered, issued, or renewed after the effective date of the Act shall not terminate or deny election of coverage for an unmarried dependent due to age before the dependent's 29th birthday. Effective immediately.
Amends the School Code. In provisions requiring a school board (other than the Chicago school district) to employ a superintendent, allows the school board in a school district with boundaries that lie in 3 counties, one county of which has a population exceeding 1,000,000 inhabitants, that has on staff properly licensed assistant superintendents or directors in the areas of instruction, finance, special education, assessments, and career and technology education, to instead appoint a chief executive officer to serve as its superintendent. Requires this chief executive officer to be a person of recognized administrative ability and management experience, hold a master's degree, have been employed with the school district for a minimum of 5 years in an administrative capacity, be responsible for the management of the district, and have all other powers and duties of a superintendent. Exempts the chief executive officer from provisions of the School Code concerning educator qualifications for a period of 5 years. Allows the school board to reappoint the chief executive officer after the 5-year period if the chief executive officer has made substantial progress towards a standard or alternative administrative license, if a program for such is available. Makes related changes.
Encourages the General Assembly to promptly review and evaluate the Report on Waiver of School Code Mandates filed by the State Board of Education to determine if the Report should be disapproved in whole or in part.
