Amends the Secretary of State Act. Establishes a Unique Identification Number Task Force to explore the technical and procedural changes that are needed in order to implement a unique identification number system to replace the use of social security numbers by State and local government agencies. Amends the Consumer Fraud and Deceptive Business Practices Act. Makes it an unlawful practice for a State or local government agency to use an individual's social security number in certain ways, subject to various exceptions. Requires each State or local government agency to develop and implement a social security number privacy policy by January 1, 2007. Prohibits a State or local government agency from requesting an individual's social security number unless specifically authorized to do so under State or federal law. Provides that any person who knowingly violates the provisions regulating the use of social security numbers is guilty of a Class B misdemeanor. Makes other changes. Amends the Freedom of Information Act. Provides that information or documents containing all or any portion of an individual's social security number are exempt from disclosure under the Freedom of Information Act, except to the extent authorized under certain provisions of the Consumer Fraud and Deceptive Business Practices Act. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective July 1, 2006.

Amends the Criminal Code of 1961. Provides that a prosecution for misdemeanor or felony identity theft or for aggravated identity theft must be commenced within 5 years (rather than 3 years if the offense is a felony or one year and six months if the offense is a misdemeanor) after the commission of the offense. Effective immediately.
Amends the Criminal Code of 1961. Eliminates from the elements of the offense of criminal street gang recruitment on school grounds or public property adjacent to school grounds that the person must threaten the use of physical force. Provides that criminal street gang recruitment on school grounds or public property adjacent to school grounds is a Class 2 felony if the person did not threaten the use of physical force during the commission of the offense and a Class 1 felony if the person threatened the use of physical force during the commission of the offense.
Amends the State Treasurer Act. Makes a technical change in a Section concerning bond.
Amends the Criminal Code of 1961 relating to the offense of aggravated unlawful use of a weapon. Provides that aggravated unlawful use of a weapon by a person who has not been previously convicted of a felony in this State or another jurisdiction and who at the time of the commission of the offense is a member of a street gang or is engaged in street gang related activity is a Class 2 felony. Provides that aggravated unlawful use of a weapon by a person who has been previously convicted of a felony in this State or another jurisdiction and who at the time of the commission of the offense is a member of a street gang or is engaged in street gang related activity is a Class 1 felony.
Amends the Vital Records Act. Makes a technical change in a Section concerning fees.
Amends the Governor Transition Act. Makes a technical change in a Section concerning the orderly transition of the office of Governor.
Amends the Department of Commerce and Economic Opportunity Law. Provides that the Department shall create and maintain, subject to appropriation, a program for funding the website development of small businesses. Provides that the Department shall promulgate rules for the administration of the program and sets forth certain provisions of the program. Effective January 1, 2006.
Amends the Nursing Home Care Act. Requires that the State Long Term Care Ombudsman be provided with (1) a copy of a notice of involuntary transfer or discharge of a resident from a nursing home, (2) notice of the emergency removal of a resident from a nursing home, and (3) notice of the voluntary closing of a nursing hame. Provides that the State Long Term Care Ombudsman shall have the opportunity to file a request for a hearing with the Department of Public Health within 10 days following receipt of a written notice of the involuntary transfer or discharge of a resident by a nursing home. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning office hours for filing nomination petitions.
