Rep. Jeanne M Ives

Amends the Public Community College Act. Requires the board of trustees of each community college district to establish an audit committee. Provides that the audit committee shall have a fiduciary duty that includes, but is not limited to, assessing risk and addressing matters such as financial statement reporting, internal controls, and compliance with applicable laws, rules, and board policies. Sets forth provisions concerning members of the committee, the authority of the committee and the committee's chairperson, duties of the committee's chairperson, and the powers and duties of the committee. Effective immediately.

Amends the Illinois Public Labor Relations Act and the Illinois Educational Labor Relations Act. Provides that, once an agreement is reached between a public or educational employer and its employees regarding all of the terms of a collective bargaining agreement, the agreement shall be reduced to writing and published on the website of the public or educational employer. Requires the public or educational employer, not less than 14 days after publishing such an agreement, to hold an open public meeting on the ratification of that agreement. Provides that any contract between a public employer and an employee where the total compensation exceeds $150,000 shall be published on the employer's website for a period of not less than 14 days prior to being signed by both the employer and the employee. Requires the public employer to hold an open public meeting on the contract in addition to posting it for 14 days if that contract is subject to board approval. Makes conforming changes in the Open Meetings Act and the Freedom of Information Act. Effective immediately.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, the Retailers' Occupation Tax Act, and the Illinois Vehicle Code. Provides that, beginning on July 1, 2015, the Department shall pay into the Use and Occupation Tax Refund Fund 0.1% of the net revenue realized for the preceding month from the taxes imposed under those Acts. Provides that moneys in the Fund shall be expended exclusively for the purpose of paying refunds resulting from overpayment of tax liability under those Acts. Amends the State Finance Act to create the Use and Occupation Tax Refund Fund. Effective immediately.

Amends the Public Safety Employee Benefits Act. Adds a definition of "catastrophic injury". Effective immediately.

Urges the Speaker of the Illinois House of Representatives to recess the House for the duration of Memorial Day, May 30, 2016, and not to call us back into session until the completion of this day of American remembrance.

Urges the Illinois Department of Public Health, the Illinois Executive Inspector General, the Illinois Attorney General, and the Illinois Department of Revenue to investigate Planned Parenthood's procedures for abortions, obtaining informed consent, and sale or donation of human fetal tissue across the State and to investigate which organizations across the State are involved in purchasing or accepting human fetal tissue from Planned Parenthood.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.

Amends the Workers' Compensation Act. Provides that no medical provider shall be reimbursed for a supply of prescriptions filled outside of a licensed pharmacy except when there exists no licensed pharmacy within 5 miles of the prescribing physician's practice. Provides that, if there exists no licensed pharmacy within 5 miles of the prescribing physician's practice, no medical provider shall be reimbursed for a prescription, the supply of which lasts for longer than 72 hours from the date of injury or 24 hours from the date of first referral to the medical service provider, whichever is greater, filled and dispensed outside of a licensed pharmacy. Provides that the limitations on filling and dispensing prescriptions do not apply if there exists a pre-arranged agreement between the medical provider and a preferred provider program regarding the filling of prescriptions outside a licensed pharmacy.

Amends the Public Community College Act. Provides that the Illinois Community College Board's uniform financial accounting standards and principles shall prohibit community colleges from holding more than 4 months of expenses in cash or cash equivalents. Effective immediately.

Urges the Board of Trustees at the College of DuPage to reconsider the severance agreement reached with Dr. Robert Breuder and to rename the College of DuPage Homeland Security Education Center in honor of Staff Sergeant Robert J. Miller.
