Amends the Property Tax Code. Decreases the age limit to qualify for the Senior Citizens Assessment Freeze Homestead Exemption from 65 years of age to 55 years of age. Effective immediately.
Amends the School Code. Allows a school district, public school, or nonpublic school to authorize a school nurse or trained personnel to administer an undesignated dose of an opioid antidote to any person that the school nurse or trained personnel in good faith believes is having an opioid overdose. Sets forth provisions concerning immunity; the administration, supply, and prescription of undesignated doses of an opioid antidote; a training curriculum to recognize and respond to an opioid overdose; reporting to the State Board of Education; and reporting to the General Assembly.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning extended statutes of limitations.
Amends the Uniform Penalty and Interest Act. Provides that provisions imposing a penalty of $100 for failure to file a transaction reporting return under the Retailers' Occupation Tax Act or the Use Tax Act apply only to transaction reporting returns that would not, when properly prepared and filed, result in the imposition of a tax (currently, those provisions apply regardless of whether a tax would be imposed). Provides that transaction reporting returns that would result in the imposition of a tax when properly prepared and filed are subject to the standard penalty for failure to file (2% of the tax required to be shown due on the return, up to a maximum amount of $250). Effective immediately.

Amends the Electronic Products Recycling and Reuse Act. Provides that, if manufacturers meet their recycling goals prior to the end of the year and recyclers no longer pick up CEDs and EEDs without charge, municipalities, townships, and other units of local government that are acting as collectors shall be allowed to collect a fee from consumers who drop off CEDs and EEDs for recycling. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning zoning and special uses.
Amends the Property Tax Code. Provides that the Senior Citizens Assessment Freeze Homestead Exemption also applies to disabled persons. Amends the State Mandates Act to make conforming changes. Effective immediately.
Amends the Minimum Wage Law. Provides that: an employer may impose a disciplinary suspension without pay upon an employee who is exempt from certain overtime pay requirements of the Law; a deduction from the pay of an exempt employee may be made for suspensions of one or more full days imposed in good faith for infractions of workplace conduct rules; the suspension must be imposed pursuant to a written policy applicable to all employees; and an employer, in imposing such a suspension, may deduct from the employee's salary the hourly or daily equivalent of the employee's full salary or any other amount proportional to the time actually missed by the employee.
