Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that service credits under the Chicago Teacher Article shall be considered in determining disability benefits. Effective immediately.

Amends the Real Estate Appraiser Licensing Act of 2002. Makes changes throughout the Act that mark the transfer of authority to administer and enforce the Act to the Department of Financial and Professional Regulation (rather than the Office of Banks and Real Estate). Replaces "associate real estate appraiser" with "associate real estate trainee appraiser" throughout the Act. Changes the Real Estate Appraisal Board to the Real Estate Appraisal Administration and Disciplinary Board. Provides that a person who violates certain licensure provisions for a second or any subsequent time, is guilty of a Class 4 felony. Sets forth additional education requirements for licensure under the Act and additional grounds for discipline. Adds a provision concerning temporary license suspension. Repeals a Section concerning license renewal. Makes other changes. Effective January 1, 2007.
Amends various Articles of the Illinois Pension Code. Provides that the refund due to a person who must forfeit his or her pension because of a felony conviction shall be equal to his or her contributions (including amounts paid by the person to establish additional or optional credit), without interest, less the amount of any benefits paid to the person (including benefits paid to an alternate payee under a QILDRO). Provides that the refund shall not include employer contributions or any interest on contributions. Amends the Cook County Forest Preserve Article to explicitly add similar felony forfeiture provisions to that Article. Provides that the changes made by this amendatory Act of the 94th General Assembly are declarative of existing law and do not constitute an impairment of benefits under Article XIII, Section 5 of the Illinois Constitution. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Changes the percentage of distribution of the bail bond security, after the conditions of the bail bond have been performed and the accused has been discharged from all obligations in the cause, to 85% (instead of 90%) of the sum which had been deposited shall be returned to the accused and 15% (instead of 10%) shall be retained as bail bond costs. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that, when computing service retirement pensions, the average salary shall consist of the average annual rate of salary for the 3 (now, 4) consecutive years of validated service within the last 10 years of service when the average annual rate was highest. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that the 2 members of the Board of Trustees that are members of the Board of Education shall instead be appointed by the Board of Education. Provides guidelines for the selection of the appointees. Effective immediately.
Amends the Chicago Teacher Article of the Pension Code. Provides that salary received on or after July 1, 2006 for overtime, summer school, and other optional service shall be included in the calculation of salary for pension purposes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that a fireman is not required to make contributions to the Fund in order to receive service credit for annuity purposes for time spent on leave of absence during which he or she was engaged in active duty with the military or naval service of the United States of America. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Mobile Home Park Act. Provides that the owner, operator, or caretaker of a mobile home park has a lien upon the property of an owner of a mobile home located on a site in the mobile home park in the same manner, for the same purposes, and subject to the same restrictions as an innkeeper's lien. Limits the amount of the lien if there is another lien on the property of the mobile home owner, and makes the other lienholder liable for the payment of rent owed by the mobile home owner under certain circumstances.
Amends the Illinois Renewable Fuels Development Program Act. Makes a technical change in a Section concerning the findings of the General Assembly.
