Makes a reappropriation for FY04 to Northeastern Illinois University from the Capital Development Fund to remodel buildings A, B, and E. Effective on July 1, 2003.

Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for persons employed by the Department of State Police in its crime laboratory system. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides an early retirement incentive program for certain teachers who terminate service on or after the last day of the 2004-05 school year and no later than September 1, 2005. Allows the purchase of up to 5 years of age enhancement and creditable service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Firefighter Article of the Illinois Pension Code. For the surviving spouses of certain firefighters, increases the widow's annuity from 50% to 60% of the deceased firefighter's retirement annuity. Provides a widow's annuity for the surviving spouse of a firefighter who dies before beginning to receive a retirement annuity, but after separation from service with at least 20 years of service credit, if the separation occurs on or after January 1, 1990 and before attainment of age 50. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Health Maintenance Organization Act. Makes technical changes in a Section concerning the short title.
Amends the Pharmacy Practice Act of 1987. Provides that a pharmacy's license shall expire 30 (rather than 10) days after the pharmacist in charge dies or leaves the place where the pharmacy is licensed or after such pharmacist's license has been suspended or revoked. Provides that it is the duty of every pharmacist in charge who ceases to function in that capacity to report to the Department within 30 (rather than 10) days of the date on which he ceased such functions for such pharmacy. Provides that it is the duty of every owner of a pharmacy licensed under this Act to report to the Department within 30 (rather than 10) days of the date on which the pharmacist in charge died or ceased to function in that capacity. Effective immediately.
Creates the Childhood Hunger Relief Act and amends the School Breakfast and Lunch Program Act. Requires the board of education for certain school districts to utilize available federal funding to establish a school breakfast program and a summer food service program. Provides that applications for participation in the school food programs shall be filed with the State Board of Education and information about the child's status shall be provided by the Department of Human Services upon written request. Makes changes concerning the breakfast incentive program. Effective immediately.
Amends the Housing Authorities Act. In the case of a housing authority in a municipality over 1,000,000, provides that 2 of the additional commissioners shall be appointed from a list presented by tenants' associations for initial terms of 5 years. Provides that the third additional commissioner shall be appointed from the officers of the tenants' associations, for a term to commence no later than 90 days after the associations' elections of officers and to terminate upon the appointment of a new commissioner.
Amends the Illinois Pension Code. Makes a technical change to a Section concerning partial invalidity.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for a person employed by the Illinois Department of Transportation as a flight safety coordinator or Bureau Chief of Air Operations. Effective immediately.
