Urges the federal government to consider the Illinois State Capitol Complex to be critical infrastructure.
Amends the School Code. Provides that the principal of a school within any school district may admit a non-resident pupil requesting to attend that school if the parent or legal guardian of the pupil is a licensed employee for 2 or more years at that school. Provides that the principal of a school within the Chicago school district may admit a resident pupil, regardless of attendance boundaries, requesting to attend that school if the parent or legal guardian of the pupil is a licensed employee for 2 or more years at that school. Provides that if the pupil is requesting to attend a selective enrollment school or a magnet school within the Chicago school district where the parent or legal guardian of the pupil is a licensed employee, then the district shall add one additional point to the pupil's total application score or exam score for the school in which the pupil is requesting to attend. Allows a school district to charge tuition to non-resident pupils whose parents are employees of the district. Effective immediately.
Creates the Illinois New Motor Voter Act. Provides that the Secretary of State shall establish the Illinois New Motor Voter Program for the purpose of increasing opportunities for voter registration by any person who is qualified to vote. Requires the Secretary of State to provide specified information to the State Board of Elections. Establishes requirements for keeping records, disclosure of information, cancelling registration, confidentiality of voter registration information, and rulemaking. Amends the Freedom of Information Act. Exempts specified information from inspection and copying. Effective immediately.
Amends the Illinois Insurance Code. Provides that no insurance company authorized to do business in the State shall utilize price optimization to set policy rates. Effective immediately.
Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to develop and maintain a written policy concerning the credits that the university will award for courses on a joint services transcript. Defines "joint services transcript". Effective January 1, 2017.
Amends the University of Illinois Act, Southern Illinois University Management Act, Chicago State University Law, Eastern Illinois University Law, Governors State University Law, Illinois State University Law, Northeastern Illinois University Law, Northern Illinois University Law, and Western Illinois University Law. Provides that notwithstanding any other provision of law to the contrary, a student who meets the requisite requirements concerning being deemed an Illinois resident for tuition purposes is eligible to apply or receive consideration for any student aid or benefit funded or administered by the State, State agencies, public institutions, or the university, including scholarships, grants, awards, stipends, room and board, tuition waivers, or other financial or in-kind assistance, but excluding Monetary Award Program grants.
Expresses solidarity with marginalized communities in Illinois and condemns the appointment of Stephen Bannon by President-elect Trump.
Amends the Illinois Vehicle Code. Provides that the duration of a steady circular yellow or arrow signal for vehicular traffic facing the signal shall be for a reasonable period of time, not less than 3.2 seconds, between the termination of the green indication and the display of the red indication.
Amends the Illinois Income Tax Act. Creates a tax checkoff for the Illinois DREAM Fund. Amends the Higher Education Student Assistance Act to provide that moneys from the checkoff may be received by the Fund. Effective immediately.
Amends the Criminal Code of 2012. Makes it a Class 1 felony aggravated battery for a person at least 18 years of age to cause bodily harm or disability or disfigurement to an enrolled school student under 18 years of age, if the offense was committed within a school safe passage route. Defines "safe passage route".
