Amends the School Code. For websites that are blocked from being accessed by a student on a school-issued electronic device, requires each school board to develop an appeal process by which a student, at the request of the student's parent or guardian, may access a blocked website if the website is reasonably related to the student's education or pursuit of work opportunities during or after high school.

Amends the Illinois Vehicle Code. Provides that the Chief Procurement Office for General Services shall determine the automatic license plate readers and ALPR systems for use in the State. Allows a law enforcement agency to enter into a contract with a vendor for the installation, use, or maintenance of ALPR systems approved by the Chief Procurement Office. Provides that a law enforcement agency may use ALPR systems only: (1) as part of a criminal investigation into an alleged violation of State law or any ordinance of any county, city, or town where there is a reasonable suspicion that a crime was committed; (2) as part of an active investigation related to a missing or endangered person, including whether to issue an alert for the person, or a person associated with human trafficking; or (3) to receive notifications related to a missing or endangered person, a person with an outstanding warrant, a person associated with human trafficking, a stolen vehicle, or a stolen license plate. Provides that system data shall be purged after 21 days of the date of its capture and audit trail data shall be purged after 2 years of the date of its capture. Sets forth provisions on the disclosure of system of data and audit trail data. Requires a law enforcement agency that uses ALPR systems to maintain records sufficient to facilitate public reporting, the production of an audit trail, and discovery in criminal and civil proceedings, appeals, and post-conviction proceedings. Sets forth policies for law enforcement agencies to establish in the use of ALPR systems. Requires a law enforcement agency to report on its use of the ALPR systems to the Illinois State Police, the Governor, the General Assembly, and the Illinois Criminal Justice Information Authority. Provides that a notification by ALPR systems does not, by itself, constitute reasonable suspicion as grounds for a law enforcement agency to stop a vehicle. Provides that any person who willfully and intentionally queries, accesses, or uses ALPR systems for a specified purpose, or who willfully and intentionally sells, shares, or disseminates system data or audit trail data, is guilty of a Class 1 misdemeanor. Requires a law enforcement agency to take measures to promote public awareness on the use of ALPR systems. Makes other changes. Makes a conforming change in the Freedom of Information Act.

Amends the Illinois Insurance Code. In provisions concerning acts by a company constituting improper claims practice, includes: (i) knowingly taking advantage of the insured's physical infirmity, ignorance, illiteracy, or inability to understand the language of the policy or any associated agreements in order to obtain a favorable settlement of a claim and (ii) willfully misrepresenting the status or outcome of an investigation or failing to take any meaningful investigatory acts before issuing a denial or offer of a compromise settlement. Provides that committing any of the improper claims practice acts is a violation of the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to provide that a person who commits an improper claims practice under the Illinois Insurance Code commits an unlawful practice within the meaning of the Act.

Amends the Illinois Vehicle Code. Provides that only tow truck operators holding a valid current license or registration issued by the Illinois Commerce Commission may obtain registration plates for tow trucks, as long as: (1) each light-duty tow truck is equipped as a self-loader or a flatbed truck; (2) each medium-duty tow truck is equipped as a wrecker, a flatbed or a self-loader or combination truck; and (3) each heavy-duty tow truck or tractor is equipped as a wrecker truck. Provides that upon revocation of any such license or registration issued by the Illinois Commerce Commission, the tow truck operator shall immediately surrender the registration plates to the Secretary of State.

Amends the Funeral Directors and Embalmers Licensing Code. Provides that, as soon as practical after the effective date of the amendatory Act, the Department of Financial and Professional Regulation shall study the current practices of funeral directing and embalming, including how other states regulate those practices and industries and the potential costs and benefits to licensing those professions separately, and shall determine what legislative and administrative changes would be necessary to establish separate funeral director licenses and embalmers licenses. Provides that the study and recommended legislative changes shall be presented to the General Assembly by no later than January 1, 2027. Sets forth findings. Effective immediately.

Amends the Landlord and Tenant Act. Provides that a landlord may not automatically report any tenant's rental payment history to a rent reporter without first obtaining consent from the tenant in writing. Provides that a landlord may not propose a credit building agreement to the tenant until the tenant has entered into a signed residential lease agreement.

Amends the Illinois Vehicle Code. Defines "relay box". Provides that no person may possess a relay box in this State except for: (1) a mechanic; (2) a new vehicle dealer or used vehicle dealer licensed under the Code; (3) a locksmith licensed under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004; (4) a repossession agent; or (5) a State or local law enforcement officer. Provides that a person who commits a violation of the new provisions is guilty of a Class A misdemeanor. Effective immediately.

Amends the Illinois Food, Drug and Cosmetic Act. Provides that a full-service restaurant or quick-service restaurant shall not provide single-use plastic disposable foodware items to a consumer ordering or purchasing dine-in food unless requested by the consumer and that plastic drinking straws must be provided when specifically requested. Provides that single-use plastic disposable foodware items that are provided may not be packaged in plastic. Provides that a food dispensing establishment or takeout food delivery service must provide options for a customer to request disposable foodware items separate from the customer's order, with certain requirements. Provides that a full-service restaurant or quick-service restaurant offering condiments may use dispensers rather than prepackaged disposable condiment packets. Provides that a full-service restaurant or quick-service restaurant must post a sign indicating that single-use plastic disposable foodware will be made available upon request or at a self serve station. Provides that a full-service restaurant or quick-service restaurant may make single-use plastic straws available to customers ordering or purchasing dine-in food by making available dispensers or certain other means if a sign is posted encouraging the reduction of the use single-use plastics. Provides for a civil penalty of $25, after a first notice of violation, for each day a full-service restaurant or quick-service restaurant is in violation, paid to the Department of Public Health. Defines terms. Effective January 1, 2026.

Amends the State Budget Law of the Civil Administrative Code of Illinois and the Balanced Budget Note Act. Provides that the Pension Stabilization Fund is considered a general fund or a State general fund for the purposes of those Acts. Amends the State Finance Act. Provides that certain amounts transferred from the Budget Stabilization Fund to the General Revenue Fund are not required to be repaid into the Budget Stabilization Fund if the amount of accounts payable exceeds $4,000,000,000. Makes changes concerning monthly reports from State agencies to the Comptroller. Amends the Budget Stabilization Act. Provides that, beginning in Fiscal Year 2027, the General Assembly's appropriations and transfers or diversions as required by law from general funds shall not exceed 99% of the estimated general funds revenues for the fiscal year if (i) revenue estimates of the State's general funds revenues for the fiscal year exceed the prior fiscal year's estimated general funds revenues by more than 4% and (ii) projected accounts payable are estimated by the Comptroller to be less than $3,000,000,000 for the fiscal year. Makes other changes concerning transfers from the Budget Stabilization Fund. Effective immediately.

Creates the Anti-Click Gambling Data Analytics Collection Act. Provides that no entity that operates a remote gambling platform or a subsidiary of the entity shall collect data from a participant with the intent to predict how the participant will gamble in a particular gambling or betting scenario. Effective immediately.
