Amends the Residential Real Property Disclosure Act. Makes a technical change in a Section concerning completion and delivery of the seller's disclosure statement.

Amends the Litter Control Act. Provides that persons who violate the specified littering provision are subject to a mandatory minimum fine of $100.
Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the Department of State Police may make the information contained in the Statewide Organized Criminal Gang Database (SWORD) electronically available to the general public (rather than only prosecutors and law enforcement agencies).
Amends the Unified Code of Corrections. Provides that every person who has been twice convicted in any state or federal court of a felony offense that contains the same element of the intentional or knowing infliction of great bodily harm, permanent disability or permanent disfigurement as the felony offense for which the person is now to be sentenced and the current offense was committed after the 2 prior convictions, shall be adjudged an habitual violent offender. Provides that, except when the death penalty is imposed, anyone adjudged a habitual violent offender shall be sentenced to a term of natural life imprisonment.
Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Effective immediately.
Amends the Illinois Municipal Code. Provides that if foreclosure proceedings for a residential building have been commenced, it is the responsibility of the mortgagee, judgment creditor, or other lien holder to adequately heat the residential building to prevent frozen pipes.
Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the Department of State Police must make the information contained in the Statewide Organized Criminal Gang Database (SWORD), other than officer safety information and entering agency identifier, accessible on the Internet by means of a hyperlink labeled "Statewide Organized Criminal Gang Database (SWORD) Information" on the Department's World Wide Web home page. Provides that the Department must make the information contained in the Statewide Organized Criminal Gang Database searchable via a mapping system which identifies organized criminal gang members living within 5 miles of an identified address. The Department of State Police must update that information as it deems necessary. Provides that the Department of State Police may require that a person who seeks access to the organized criminal gang members' information submit biographical information about himself or herself before permitting access to the information. Provides that the Department of State Police must promulgate rules in accordance with the Illinois Administrative Procedure Act to implement these provisions and those rules must include procedures to ensure that the information in the database is accurate.
Amends the Child Care Act of 1969. Makes a technical change in a Section concerning the licensing requirements.
Amends the Illinois Insurance Code. Sets forth provisions concerning health care cooperatives. Provides that in addition to all other provisions of the Article concerning domestic mutual companies, a company seeking to organize as a health care cooperative shall meet certain requirements. Sets forth provisions concerning the naming of and applications for entities seeking to organize as health care cooperatives. Amends the Co-operative Act. Exempts domestic mutual insurance companies licensed as health care cooperatives by the Director of Insurance from the prohibition against using the term "Co-operative" as part of a corporate or other business name or title without complying with the provisions of the Co-operative Act. Sets forth provisions concerning health benefit purchasing cooperatives. Provides that the purpose of a health benefit purchasing cooperative is to provide health care benefits for certain eligible individuals under a single group health care policy or plan through a contract between the health benefit purchasing cooperative and an insurer authorized to do health insurance business in the State. Sets forth provisions concerning the design, the articles, the membership basis and capital stock, the membership criteria, the health care benefits, and the annual progress report of health benefit purchasing cooperatives. Effective immediately.
Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the Offices of the Comptroller and Treasurer. Provides instead for a single Comptroller of the Treasury. Provides that the Comptroller of the Treasury shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. No Comptroller or Treasurer shall be elected in 2014 and thereafter. Effective otherwise upon conclusion of the terms of the Comptroller and the Treasurer elected in 2010.
