Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning bail on a new trial.

Amends the Illinois Housing Development Act to authorize the Illinois Housing Authority to establish and administer a foreclosure prevention counseling program using moneys in the Foreclosure Prevention Counseling Fund, appropriated for that purpose, to make grants to HUD-certified housing counseling agencies to support pre-purchase and post-purchase home ownership education and foreclosure prevention counseling. Amends the State Finance Act to create the Foreclosure Prevention Counseling Fund. Provides that 75% of the moneys in this Fund shall be used for housing counseling outside Chicago and 25% of the moneys shall be used for such counseling in Chicago. Effective immediately.
Amends the Illinois Lottery Law and the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to extend the Quality of Life scratch-off game and the Quality of Life Board for an additional 5 years. Effective immediately.
Amends the Residential Mortgage License Act of 1987, the High Risk Home Loan Act, and the Interest Act. Limits the imposition of prepayment penalties in connection with high risk home loans. Limits the size of balloon payments in connection with high risk home loans. Limits the imposition of late fees. Effective January 1, 2013.
Amends the Election Code. Extends the grace period for the registration of voters to until the 3rd day (now, the 7th day) before the primary or election. Provides that the period for early voting by personal appearance begins the 18th day (now, the 22nd day) before the election and extends through the 3rd day (now, the 5th day) before the election. Effective immediately.
Amends the Code of Civil Procedure. Provides that a gang-related activity, as defined by the Illinois Streetgang Terrorism Omnibus Prevention Act, is a sufficient basis to terminate a lessee's lease. Provides a procedure and standards for a person who resides, works, or owns property in a building, or a neighbor within a 2-block radius of the building, to report that a tenant in the building is using leased premises in gang-related activity. Provides that this person may give notice of the tenant's gang-related activity and demand that the landlord commence an investigation and a wrongful entry and detainer action. Provides that if the landlord, after receipt of a notice and demand, refuses to investigate or finds no such activity, that the person who issued the notice and demand may petition the court under these provisions to determine if gang-related activity is occurring at the tenant's leased premises, and if so, to order the tenant to vacate the premises. Provides remedies to the prevailing party in an action initiated pursuant to these provisions by a person other than the landlord, in the form of an award of costs and attorney's fees.
Amends the Illinois Vehicle Code. Defines "vehicle used for public transportation purposes" as a vehicle owned and operated by an interstate transportation authority, municipality, or other public or private entity to provide local transportation service within an interstate transportation district, municipality, or county, and includes busses, trains, and any other means of conveyance by any type of power, operated for public use in the conveyance of persons. Provides that a Section concerning passing a street car on the left also concerns passing other vehicles used for public transportation purposes. Provides that bicycles are subject to the Section concerning passing a street car or other vehicle used for transportation purposes on the left. Effective immediately.
Amends the School Code. Provides that as a prerequisite to being promoted to the next higher grade level and to receiving a high school diploma, each pupil in grades 9 through 12 must complete at least 15 hours of community service each school year. Allows up to 5 of these 15 hours of community service to be performed by the parent or guardian of the pupil if the parent or guardian performs the community service with and at the same time as the pupil. Effective immediately.
Creates the Illinois Automatic IRA Program Act. Provides that the Illinois Automatic IRA Program shall be administered by the State Treasurer and that the Treasurer shall adopt regulations to implement the Program. Allows employees of certain employers that have not offered a qualified retirement plan for 2 years to set aside a percentage of their wages to be deposited into an IRA trust fund administered by the State Treasurer's office. Sets minimum requirements for the operation of the Program. Sets forth duties and authority of the State Treasurer in relation to the Program. Limits State and employer liability. Contains provisions regarding audits and reports. Effective immediately.
Amends the Sexually Dangerous Persons Act. Provides that psychologists, in addition to psychiatrists, may conduct the examination of a person alleged to be sexually dangerous. Provides that "criminal propensities to the commission of sex offenses" means that it is substantially probable that the person subject to the commitment proceeding will engage in the commission of sex offenses in the future if not confined. Defines "qualified evaluator" as a reputable physician or psychologist licensed in Illinois or any other state to practice medicine or psychology, who has specialized in the evaluation of sex offenders. Effective immediately.
