Amends the Humane Care for Animals Act. Increases the penalties for convictions of cruel treatment, aggravated cruelty, and animal torture.
Amends the Illinois Municipal Code. Provides that in municipalities with more than 1,000,000 inhabitants, all surplus funds in the special tax allocation fund shall be distributed annually within 180 days after the close of the municipality's fiscal year by being paid by the municipal treasurer to any public school district operating under general school law in the municipality. Further provides that if there are 2 or more school districts operating under general school law in the municipality, the funds shall be disbursed proportionately to the number of students enrolled in each district. Prohibits special charter districts from receiving these surplus funds. Effective immediately.
Amends the Election Code. Provides that, if a registered voter cast a provisional ballot only because of a change of address, the county clerk or board of election commissioners, as the case may be, shall find that the provisional ballot is valid unless the county clerk or board of election commissioners has grounds to believe the affidavit is false. Provides that the affidavit filed with the provisional ballot shall serve as a change of address request by that voter for registration purposes for the next ensuing election.
Creates the Certified Professional Midwife Licensure Act. Provides for the licensure of midwives by the Department of Financial and Professional Regulation. Creates the Illinois Midwifery Board. Sets forth provisions concerning qualifications, grounds for disciplinary action, and administrative procedures. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2024. Also amends the Medical Practice Act of 1987, the Nurse Practice Act, and the Illinois Public Aid Code to make related changes. Effective immediately.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning justification in the use of force against another person in defense of a dwelling.

Repeals the Illinois Savings and Loan Act of 1985. Amends the Savings Bank Act. Deletes the definition of "impairment" and related provisions and defines "out-of-state savings bank". Adds provisions regarding the deposit of moneys into the Savings Bank Regulatory Fund. Adds an Article concerning the effect of the repeal of the Illinois Savings and Loan Act of 1985 and an Article that establishes the Board of Savings Banks and creates provisions concerning appointment to the Board, the organization of the Board, meetings of the Board, and the powers of the Board. Amends the Corporate Fiduciary Act. Provides that the Secretary of Financial and Professional Regulation or any person appointed as a receiver shall have all the powers, rights, and privileges as the Federal Deposit Insurance Corporation. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund and changes the name of the Savings Bank Institutions Regulatory Fund to the Savings Bank Regulatory Fund. Amends the Illinois Banking Act. Provides that the Secretary of Financial and Professional Regulation or any person appointed as a receiver shall have all the powers, rights, and privileges as the Federal Deposit Insurance Corporation. Amends the Residential Mortgage License Act of 1987. Deletes provisions concerning the Commissioner of Banks and Real Estate. Makes other changes.
