Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Insurance Code. Provides that no policy of automobile insurance may be cancelled where the basis for such cancellation is the insured's lack of a valid drivers license or valid instruction permit if the insurer failed to ask the insured for proof of a valid drivers license or valid instruction permit at the time the insured applied for coverage.
In addition to any other amounts appropriated for this purpose, appropriates $24,000,000 from the General Revenue Fund to the Department of Children and Family Services to fund an increase in the cost of care reimbursement rate for foster parents of wards of the State. Effective July 1, 2009.
Urges the Congress of the United States to help ensure that any new legislation allowing for approval of biosimilar drugs includes provisions to ensure that the public health is protected by adequate testing of biosimilar products and physician control over which treatments their patients receive, and that the legislation preserves the ability to create innovative and important new biotechnology therapies.
Amends the Illinois Procurement Code. Prohibits a State government appointee or employee, or his or her spouse or minor child, whose compensation exceeds 40% (now, 60%) of the Governor's salary from having or acquiring a State contract, a direct pecuniary interest in a State contract, or specified percentages of the distributive income of a State contractor.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that the recipient of a credit under the Act may apply for a certificate of transferability of credit from the Department of Commerce and Economic Opportunity for the amount of the credit not previously claimed. Provides that the transferability certificate may be transferred or sold by the recipient to another Illinois taxpayer. Makes other changes.
Amends the Nurse Practice Act. Provides that "another state of the United States" means any state of the United States, the District of Columbia, any territory of the United States, Puerto Rico, Guam, American Samoa, or the U.S. Virgin Islands. Makes technical changes in other Sections relating to definition of "another state of the United States".
Amends the State Housing Act. Makes a technical change in a Section concerning the short title.
