Resolves that the Department of Human Services shall submit a report to the Governor and the General Assembly by January 31st of each year following the closure of a State-operated developmental disability or mental health facility, that details the number of individuals that have been transferred or transitioned out of these facilities due to facility closures, the setting to which these individuals were transferred or transitioned to, and how these individuals' health care and other service and support needs are being met following transfer or transition from a State-operated developmental disability or mental health facility.

Provides that the National Organization on Fetal Alcohol Syndrome Illinois (NOFAS ILLINOIS) will provide free educational pamphlets concerning fetal alcohol syndrome to county clerks for distribution to marriage license applicants. Calls for NOFAS Illinois and the county clerks to determine the best way to ensure distribution.
Urges the Department of Human Services, the Department of Healthcare and Family Services, and the Department of Public Health to assess existing State and federal assistance programs regarding the treatment and study of lupus.
Amends the Adoption Act. Provides that a lack of knowledge of the pregnancy or birth is not an acceptable reason for failure to register with the Putative Father Registry, unless that lack of knowledge was due to a fraudulent misrepresentation by the birth mother (instead of a lack of knowledge of the pregnancy or birth is not an acceptable reason for failure to register). Provides that a putative father who brought an action to assert an interest in the child, but who did not obtain a ruling from the court that he proved certain conditions by clear and convincing evidence, has an opportunity to present evidence at a hearing to overcome the prima facie evidence of sufficient grounds to support termination of his father's rights under this Act.
