Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.

Amends the Park District Aquarium and Museum Act. Provides that any aquarium or museum shall be open to persons who reside in this State (now, the public) without charge for a period equivalent to 52 days.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on June 1, 1994 by the City of Markham must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted.
Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may appropriate and expend funds for economic development purposes. Effective immediately.
Mourns the death of Ryan Royall of Country Club Hills.
Sets forth whereas clauses providing that (i) it is the policy and intent of the State of Illinois that every student has the right to the same level of educational services as every other student in this State, to the extent allowed by State funds; (ii) every student should have a teacher assignment by no later than the tenth day of class following the opening of the school year, and every school district should complete student scheduling by 30 days prior to the first day of class at the opening of the school year; (iii) every school district should provide its students with an education that promotes the personal development and civic responsibility of the student and that includes a meaningful opportunity for instruction in civics, history, art, music, and foreign languages; and (iv) school districts should give due weight to the special problems of children living in districts with high concentrations of poverty when considering the method in which they will provide an education. Resolves that a copy of the resolution be delivered to the State Superintendent of Education and disseminated by the State Superintendent of Education to all school districts in this State.
