Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.
Creates the Nursing Home Residents' Managed Care Rights Act. Contains a short title provision and a provision on findings. Effective immediately.
Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that the first $100 of child support collected on behalf of a family in a month for one child and the first $200 of child support collected on behalf of a family in a month for 2 or more children shall be passed through to the family and disregarded in determining the amount of the assistance grant provided to the family. Provides that any amount of child support that would be disregarded in determining the amount of the assistance grant shall be disregarded in determining eligibility for cash assistance. Effective immediately.
Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Requires open meetings of the Chicago Transit Board, the Regional Transportation Authority Board, the Commuter Rail Board, and the Suburban Bus Board to be broadcast to the public and maintained in real-time on the Board's website using a high-speed Internet connection. Further provides that recordings of each meeting broadcast shall be posted to the Board's website within a reasonable time after the meeting and shall be maintained as public records to the extent practicable, as determined by the Board.
Amends the Property Tax Code and the Mobile Home Local Services Tax Act. Provides that the disabled veterans' exemption also applies to housing that is donated or improved by a charitable organization if the veteran was eligible to receive federal funds for the purchase or construction of Specially Adapted Housing. Effective immediately.
Amends the Illinois Municipal Code. Eliminates a provision preventing a person from holding municipal office if that person, at any time during the term of office, owes any payment to the municipality or has been convicted of a felony in any court located in the United States. Effective immediately.
Amends the Regional Transportation Authority Act. Permits a municipality that is not being served, or that being is underserved, by the Regional Transportation Authority to, by resolution, provide for the sequestration of all taxes collected within its corporate boundaries under this Section. Provides that taxes sequestered in this way shall be held in trust by the Illinois Department of Revenue and shall be paid over to the Regional Transportation Authority as the municipality may by resolution provide. Effective immediately.
Amends the Open Meetings Act. Exempts from open meetings requirements negotiations of a public body when the discussion involves entering into contracts with a vendor.
Amends the Public Private Agreements for the Illiana Expressway Act. Makes a technical change to the Section concerning the short title.
