Amends the Limited Liability Company Act. Reduces the expedited service fee for a limited liability company's articles of organization from $100 to $0. Effective immediately.

NEWBORN-SCREENING TESTS

Amends the Newborn Metabolic Screening Act. Provides that the Department of Public Health shall provide newborns with expanded screening tests for the presence of Mucopolysaccharidosis I (Hurler disease), Mucopolysaccharidosis II (Hunters disease), and Severe Combined Immunodeficiency Syndrome (SCIDS). Provides that if the Department is unable to provide expanded screening for SCIDS using the State Laboratory within 180 days after the effective date of the amendatory Act, then the Department shall temporarily provide the screening through an accredited laboratory selected by the Department until the Department has the capacity to provide screening through the State Laboratory. Permits the Department to substitute the fee charged by the accredited laboratory, plus a 5% surcharge for documentation and handling for the fee authorized if expanded screening is provided on a temporary basis through an accredited laboratory. Effective immediately.

CNTY CD-TELECOM FACILITY

Amends the Counties Code. Provides that 30 days prior to the issuance of a building permit for a facility necessitating the erection of a new tower, the permit applicant shall provide written notice of its intent to construct the facility to the owners of record of all residential property that is adjacent to the lot where the facility is proposed to be sited. Sets forth requirements for the notice. Further provides that nothing in the published notice sent to the owners shall contain any material that appears to be an advertisement for the telecommunications carrier or any services provided by that carrier. Effective immediately.

PEN CD-TRANSFER-ART 5 TO ART 3

Amends the Downstate Police Article of the Illinois Pension Code. Authorizes a person, for 60 days after the effective date of the amendatory Act, to transfer up to 10 years of creditable service from the Chicago police pension fund to a downstate police pension fund after paying to the downstate fund an amount that is determined by its board to be equal to (i) the difference between the amount of employee and employer contributions transferred to the fund from the Chicago fund and the amounts that would have been contributed had they been deposited into the downstate fund plus (ii) interest on the difference at the actuarially assumed rate, compounded annually, from the date of service to the date of payment. Amends the Chicago Police Article of the Illinois Pension Code. Provides that, upon receiving a written application to make such a transfer, the Chicago police pension fund shall pay employee contributions, employer contributions, and interest to the downstate police pension fund. Provides that the transferee's participation in the Chicago police pension fund ends upon the making of the transfer. Authorizes the reinstatement of service credit prior to transfer. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

ST ETHICS-PUBLIC SERVICE ADS

Amends the State Officials and Employees Ethics Act. Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board. Effective immediately.
