Amends the Unemployment Insurance Act. Provides for the creation of a program of shared work benefits, under which an individual is deemed unemployed in any week if the individual works less than his or her normal hours or number of days in a week for the individual's regular employer and the Director of Employment Security finds that the regular employer has reduced or restricted the individual's hours or days of work or has rehired an individual previously laid off and reduced that individual's hours or days of work from those previously worked as the result of a plan by the regular employer to reduce unemployment and stabilize the work force through a program of sharing the work remaining after a reduction in total hours of work and a corresponding reduction in wages, among not less than 10% of the employer's regular permanent work force involved in the affected work unit or units. Provides for: computation of benefits; limits on benefits; determinations; reduction of benefits; payments; submission of forms and certifications; requirements; administration; creation of a Shared Work Benefits Fund; and other matters. Effective July 1, 2012.

Amends the Public Utilities Act. Provides that in the annual reports of water and sewer utilities that are submitted to the Illinois Commerce Commission, utilities shall separately disclose all revenues received by cell towers using utility property, associated costs, and such other information as the Commission may require of the utility. Effective immediately.
Urges the Illinois State Police to conduct a study on the feasibility of creating and implementing a special motorcycle crossing guard program.
Amends the Criminal Code of 1961. Creates the offense of making a false statement to a peace officer or criminal investigative officer. Provides that a person commits the offense if: (1) the person knowingly makes a false statement to a peace officer or criminal investigative officer of the State or a unit of local government regarding a criminal matter that the person knows to be under investigation by the officer; and (2) during the interview, the person is first informed by a prosecutor who is working with the officer on the investigation that a knowing false statement to the officer relating to the investigation would constitute a criminal offense. Provides that a violation is a Class 4 felony.
Amends the Criminal Code of 1961. Adds the Corruption Influenced and Criminal Organizations Law to the Code. Provides that it is unlawful for any person: (1) who is employed by or associated with any enterprise, knowingly to conduct or participate, directly or indirectly, in such enterprise's affairs through either a pattern of predicate activity or the collection of unlawful debt; or (2) knowingly to acquire or maintain, directly or indirectly, through either a pattern of predicate activity or the collection of unlawful debt, any interest in, or control of, to any degree, any enterprise, real property, or personal property of any character, including money. Defines "pattern of predicate activity". Provides criminal penalties and for seizure and forfeiture of property derived from the pattern of predicate activity. Amends the Code of Criminal Procedure of 1963. Authorizes the court to issue an order authorizing the interception of a private communication when no party has consented to the interception and the interception may provide evidence of, or may assist in the apprehension of a person who has committed, is committing or is about to commit predicate activity. Amends the Statewide Grand Jury Act. Permits the convening of a Statewide Grand Jury to investigate and return indictments for violations of the Corruption Influenced and Criminal Organizations Law.
Amends the Illinois Income Tax Act. Provides that, beginning with taxable years ending on or after December 31, 2011 and ending with taxable years ending on or before December 31, 2016, an amount equal to 5% of the first $50,000 of retail sales by the taxpayer during the taxable year of Illinois agricultural products certified by the Illinois Department of Agriculture under the "Illinois Product" label program.
Amends the Election Code. Provides that, when the religious holidays of Good Friday, Holy Saturday, and Easter Sunday occur during the early voting period, an election authority may close an early voting place on those days, provided that the early voting place remains open 2 hours later on at least 2 weekdays during the final week of the early voting period. Provides that the election authority shall notify the State Board of Elections of any closure and shall provide notice to the public of the closure and the extended hours during the final week. Effective immediately.
Amends the Pharmacy Practice Act. Makes a technical change in the Section concerning Social Security Numbers.
Amends the Code of Civil Procedure. Provides that a non-expert's opinion or inference testimony is limited to opinions or inferences that are rationally based on his or her perception, helpful to a clear understanding of his or her testimony or the determination of a fact in issue, and not based on scientific, technical, or other specialized knowledge. Sets forth requirements regarding: qualifications, testimony, disclosure, and compensation of expert witnesses; bases of expert opinion testimony; limitations on expert testimony; pre-trial hearings and disclosures concerning expert witnesses; precedents to be followed in interpreting the new provisions; interlocutory appeals of rulings on the admissibility of expert evidence; standards to be followed by reviewing courts in determining the admissibility of expert testimony; severability; and other matters. Applies to actions commenced on or after the effective date of the amendatory Act and pending actions in which a trial has not been scheduled or in which a trial has been scheduled more than 90 days after the effective date of the amendatory Act. Effective immediately.
Amends the Illinois Pull Tabs and Jar Games Act. Specifies that a jar game ticket shall contain the name of the game, the selling price of the ticket, the amount of the prize and the serial number of the ticket. Provides that, for pull tab or jar game tickets manufactured after January 1, 2013, the 5% tax required under the Act must be remitted by the manufacturer of the pull tab or jar game ticket based on the selling price of the ticket. Provides that the Department of Revenue shall adopt any rules necessary for the enforcement of the provisions. Effective immediately.
