Amends the Public Utilities Act. Makes provisions concerning advertising expenditures applicable to water and sewer utilities in addition to electric and gas utilities. Effective immediately.

Creates the War on Terrorism Veterans Act. Provides that a memorial honoring persons who earned the Southwest Asia Service Medal serving in either Operation Enduring Freedom or Operation Iraqi Freedom may be constructed by a private entity on a portion of the State property in Oak Ridge Cemetery. Effective immediately.
Amends the Illinois Vehicle Code. Provides that when the county board alters the maximum speed limit, the county board may post signs designating the new speed limit. Amends Public Act 95-574 (concerning alteration of speed limits by local authorities) to provide that it takes effect on the effective date of this amendatory Act or June 1, 2008, whichever occurs first. Effective immediately.

Amends the Private Sewage Disposal Licensing Act. Provides for the licensure of businesses (rather than persons) engaged in the pumping, hauling, and disposal of wastes removed from the sewage disposal systems of portable toilets and portable, potable handwashing units (now, just portable toilets) and the cleaning, sanitizing, and maintenance of portable toilets and portable, potable handwashing units. Requires the Department of Public Health to establish and issue a certificate of registration as a portable sanitation technician for any employee of a business licensed to maintain portable toilets and portable, potable handwashing units who engages in the servicing of portable toilets. Sets forth requirements for obtaining a certificate of registration. Removes a provision concerning designated persons. Makes related changes. Effective immediately.
Creates the Genetic and Metabolic Diseases Advisory Committee Act. Provides that the Director of Public Health shall create the Genetic and Metabolic Diseases Advisory Committee to advise the Department of Public Health regarding issues relevant to newborn screenings of metabolic diseases. Amends the State Finance Act to exempt the Metabolic Screening and Treatment Fund from transfers made by the Governor to the General Revenue Fund. Amends the Phenylketonuria Testing Act. Provides that beginning July 1, 2008, the Department of Public Health shall provide all newborns with expanded screening tests for the presence of Lysosomal Storage Disorders known as Krabbe, Pompe, Gaucher, Fabry, and Niemann-Pick. Effective immediately.
