Urges the United States Congress and President Donald J. Trump to provide federal funding for Lewis University Airport to construct an air traffic control tower, or be added to a federal pilot program allowing an air traffic control program.

ST GROUP INS-RETIRED TEACHERS

Amends the State Employees Group Insurance Act of 1971. For fiscal year 2017, provides that the premium for the major medical coverage health benefits program for a TRS benefit recipient who is at least 65 years old, who is not Medicare primary, who resides in Illinois, and for whom a managed care program is accessible shall not exceed 90% (now, 105%) of the premium actually charged in the previous fiscal year. Effective immediately.

FOIA-PERSONS IN CUSTODY & INFO

Amends the Freedom of Information Act. Provides that no provision of the Act shall be construed to afford any rights to any person: (i) incarcerated in a State, local, or federal correctional facility; or (ii) in the custody of the Department of Human Services as unfit to stand trial or under the Sexually Violent Persons Commitment Act. Provides that the new provisions shall not be construed to prevent a person from exercising his or her constitutionally-protected rights. Exempts from disclosure under the Act records requested by persons committed to a county jail if those materials are available in the library of the jail. Exempts from inspection and copying information or materials received, generated, or maintained by a State's Attorney or county sheriff as part of the criminal discovery process that the disclosure of which would violate the Supreme Court Rule concerning the disclosure of discovery materials in felony cases. Provides that the exemption applies regardless of whether the case has concluded. Effective immediately.

ADULT ENTERTAINMENT FACILITIES

Amends the Counties Code. Provides for a public policy recital concerning the reasons for regulating adult entertainment facilities. Provides that provisions requiring a one-mile separation between an adult entertainment facility and other specific land uses shall not be enforced if enforcement would fail to allow adult entertainment facilities reasonable alternative avenues of communications. Modifies the definition of "adult entertainment facility." Adds severability clauses. Limits home rule powers. Makes similar changes to the Illinois Municipal Code and provides that adult entertainment facility ordinances may be enforced in the circuit court by the State's Attorney, Attorney General, and persons authorized to bring an action to enjoin zoning violations. Effective immediately.

GRANT AWARD INTEREST DEPOSIT

Amends the Grant Accountability and Transparency Act. Requires a recipient of a State grant award of $100,000 or more to deposit the funds into an interest bearing account. Provides that the interest earned is to be considered State funds. Authorizes the grant recipient to retain up to $250 per year from the interest proceeds to offset fees imposed upon the deposit.

VEH CD-SPEEDING VIOLATION

Amends the Illinois Vehicle Code. Provides that the court has the discretion to determine that a violation of driving at a speed that is 26 or 35 miles per hour or more in excess of the applicable maximum speed limit is not a serious traffic violation and order the clerk of the court to report the finding to the Secretary of State. Makes corresponding changes.

RESEARCH FACILITIES-DOG OR CAT

Creates the Higher Education Research of Dogs or Cats Reporting Requirement Act. Provides that research facilities that are institutions of higher education which receive public funds shall submit an annual report to the Governor and the General Assembly regarding: (1) an identification of the species and the approximate number of dogs or cats to be used; (2) a rationale for involving dogs or cats and the appropriateness of the species and numbers of dogs or cats to be used; (3) a complete description of the proposed use of the dogs or cats; (4) a description of procedures designed to assure that discomfort and pain to the dogs or cats will be limited to that which is unavoidable for the conduct of scientifically valuable research, including a provision for the use of analgesic, anesthetic, and tranquilizing drugs when indicated and appropriate to minimize discomfort and pain to the dogs or cats; (5) a description of any euthanasia method to be used; (6) financial information related to the research projects, including the identities of any external funding source and funding amounts; and (7) recommendations for legislative action by the General Assembly. Provides that each annual report shall be filed on or before March 1, beginning with calendar year 2017, and shall cover the previous calendar year. Provides that if a research facility fails to submit an annual report as required, a penalty shall be imposed of $100 per day that shall remain delinquent until the annual report is filed. Provides that any funds collected from these penalties shall be deposited into the General Revenue Fund. Effective immediately.

GAMING WINNINGS REPORTED

Amends the Illinois Lottery Law, the Illinois Horse Racing Act of 1975, the Riverboat Gambling Act, and the Video Gaming Act. Provides that payout of winnings of $600 or more must be accompanied by an IL-5754 form setting forth the name, address, and Social Security number of the winner and the amount of the payout. Effective immediately.
