Amends the Public Utilities Act. Defines "solar customer" as any class of customer of an electric utility or an alternative retail electric supplier that uses a photovoltaic electric delivery system. Effective immediately.
Amends the Illinois Domestic Violence Act of 1986. Provides that the court shall not issue a warrant for the seizure of any firearm in the possession of a respondent upon an emergency order of protection unless specified procedural requirements are met.
Makes appropriations to the University of Illinois for various purposes, including for ordinary and contingent expenses. Effective July 1, 2015.
Amends the Metropolitan Water Reclamation District Act. Provides that the executive director of the board of the District shall appoint an administrative services officer with the advice and consent of the board. Further provides that the administrative services officer is not included within the classified civil service. Effective immediately.
Amends the Employee Arbitration Act. Makes a technical change in a Section concerning the service of process or notice.
Amends the Labor Dispute Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides for the service of a compliance violation notice by mail to the address of the registered owner or lessee of the cited vehicle. Provides any municipality or county with vehicular standing, parking, compliance, automated speed enforcement system, or automated traffic law regulations may provide by ordinance for the towing of a vehicle, immobilized for failure to comply with a number of unpaid violations, from the public way and public lots and garages.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the Condominium Property Act. Provides that the bylaws of a condominium shall provide for the ratification and confirmation by the board of managers of actions taken by the board without a meeting in response to an emergency. Provides that the bylaws shall include specified procedural requirements relating to the ratification and confirmation.
Amends the Illinois Highway Code. Provides that money received by the State from the federal government under the Recreational Trails Program shall not be considered for use as aid in construction of highways, and shall not be placed in the "Road Fund" in the State treasury.
