Creates the Uniform Prudent Management of Institutional Funds Act, proposed by the National Conference of Commissioners on Uniform State Laws. Provides for: standards of conduct in managing and investing an institutional fund held by a charitable institution for charitable purposes; appropriations by an institution for expenditure or accumulation of endowment funds; the delegation of management and investment functions; the release or modification of restrictions on the management, investment, or purpose of an institutional fund; compliance; application; construction; and other matters. Repeals the Uniform Management of Institutional Funds Act. Amends the Religious Corporation Act by making conforming changes.

Amends the Illinois Insurance Code. Provides that each power of attorney for a fidelity and surety insurer issued to an agent that authorizes the agent to execute bonds may be recorded in the circuit court clerk's office. Provides that the power of attorney need only be filed once while it remains in effect. Provides that the power of attorney shall give the agent the power to bind the surety on any bond until the expiration or revocation of the power of attorney. Provides that the requirements of the Section do not apply sureties issuing bail bonds. Effective January 1, 2008.
Amends the Public Utilities Act. Makes a technical change in a Section concerning HVAC affiliate marketing.

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that for purposes of calculating child support the definition of net income shall include a deduction for expenditures for reasonable educational expenses of a child of the parties who is enrolled in a pre-school, elementary, or secondary educational institution. Effective immediately.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning legislative findings.
Amends the Charter Schools Law of the School Code. Under specified circumstances, allows for a maximum of 5 additional charter schools exclusively for truants or dropouts in Chicago if the limit on the number of charter schools that may operate at any one time in the rest of the State has not been reached. Provides that if any of the additional charter schools are not used exclusively for truants or dropouts, then the State Board of Education shall withhold and the charter school shall forfeit all State funding designated for that school.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning driving under the influence of alcohol or drugs.
Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the Senate by resolution (instead of the General Assembly by law) shall divide the Legislative Districts into 3 groups for the election of Senators. Provides that Legislative and Representative Districts shall reflect minority voting strengths and consider political boundaries (as well as be compact, contiguous, and substantially equal in population). Provides that, by June 30 in the year following each Federal decennial census year, the Senate and House, each by resolution adopted by three-fifths of the members elected, shall redistrict the Legislative and Representative Districts, respectively. If a resolution is not filed with the Secretary of State by June 30, provides that a Legislative District or a Representative District Redistricting Commission shall be appointed and the Commission has until July 31 to redistrict the Legislative Districts or Representative Districts, as applicable. If a Commission fails to redistrict, requires the Chief Justice and another Judge of the Supreme Court to appoint a Special Master to redistrict by September 5. Requires districts to reflect minority voting strengths. Makes other changes. Effective upon being declared adopted.
