Amends the Environmental Protection Act. Provides that no person may bring a civil suit based on potential nuisance with respect to a proposed livestock management facility until all required federal, State, and local permits and approvals for the proposed facility have been granted. Provides that, from the time when all required federal, State, and local permits and approvals have been granted until animals are present and operations have actually begun at the proposed facility, it shall be presumed that a proposed livestock management facility can be lawfully operated in accordance with those permits. Includes related findings and declarations. Effective immediately.

Amends the Nursing Home Care Act. Provides that if a nursing home does not correct a situation, condition, or practice that has resulted in an administrative warning, the nursing home is subject to a fine of not less than $1,000 and not more than $10,000. For a "Type A" violation, increases the fine from $5 to $50 per resident in the facility plus $2 (instead of $0.20) per day, and increases the alternative maximum fine from not less than $5,000 to not less than $20,000 (or from not less than $10,000 to not less than $50,000 when death, serious mental or physical harm, permanent disability, or disfigurement results). For a "Type B" violation, increases the fine from $3 to $30 per resident in the facility plus $2 (instead of $0.20) per day, and increases the alternative maximum fine from not less than $500 to not less than $5,000. Requires a nursing home to reimburse a particular resident for injuries incurred or $1,000 (instead of $100), whichever is greater. Removes a provision concerning reimbursement in the case of a violation involving any action other than theft of money. Effective January 1, 2006.
Amends the Public Utilities Act. Makes a technical change in a Section concerning tax credits related to qualified solid waste facilities.
Amends the State Facilities Closure Act. Requires the same process for entering into privatization contracts at State facilities that now applies to State facility closures. Defines terms.
Amends the Tanning Facility Permit Act. Provides that a tanning facility may not permit any person less than 18 years of age to use the facility, regardless of whether such a person has the permission of a parent or guardian to use the facility. Provides that a tanning facility must take appropriate steps to ensure that no person less than 18 years of age uses the facility.
Amends the Property Tax Code. Provides that the corporate authorities of a home rule municipality with 1,000,000 or more inhabitants, by ordinance, may order the county clerk to abate any percentage of the taxes levied by the municipality and any other taxing district on each parcel of certain qualified residential property within the corporate limits of the municipality that is owned by the surviving spouse of a fallen police officer or rescue worker. Effective immediately.
Amends the Chicago Firefighter Article of the Illinois Pension Code to base retirement benefits on the highest consecutive 36 months, rather than 4 years, of salary within the last 10 years of service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Economic Development Act. Contains only a short title provision.
Amends the Chicago Police Article of the Illinois Pension Code to increase the multiplier used to calculate the maximum allowable pension tax from 2.00 to 2.26. Effective immediately.
Amends the Chicago Police Article of the Illinois Pension Code. Provides a compounded 3% annual increase in surviving spouse annuities. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
