Amends the Chicago Teacher Article of the Illinois Pension Code. Makes changes concerning the composition and election of members of the Board of Trustees of the Fund. Effective immediately.

Appropriates specified amounts to the Department of Human Services for income assistance and related distributive purposes for the Home Services Program and for Rehabilitation Services Bureaus. Effective July 1, 2013.
Amends the Illinois Public Aid Code. Provides that in an effort to ensure that recipients of benefits provided under the federal Supplemental Nutrition Assistance Program (SNAP) (formerly the Food Stamp Program) have access to fresh, nutritious foods, the Secretary of the Department of Human Services shall seek a waiver from the United States Department of Agriculture to allow the State to require all retail food stores, as a condition of eligibility to accept and redeem SNAP benefits held on a LINK card, to offer for sale on a continual basis fresh, nutritious foods.
Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.
Amends the Illinois Vehicle Code. Provides that no person may smoke cigarettes, cigars, or pipes of any kind in a motor vehicle containing a minor under 13 years of age. Provides that a violation is a petty offense subject to a fine not to exceed $100. Provides that a violation of this Section is not cause to stop or search a motor vehicle or the driver of a motor vehicle.
Amends the Environmental Protection Act. Provides that the portion of a site or facility operating under a Beneficial Use Determination, as determined by the Agency, in accordance with a specified provision of the Act, is not a pollution control facility. Provides that, to the extent allowed by federal law, the Agency may, upon the request of an applicant, make a written determination that a material is used beneficially (rather than discarded) and, therefore, not a waste if the applicant demonstrates that not less than 98% of the volume of material accepted, by weight, is recovered or recycled.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes it an unlawful business practice for operators of Internet websites, webpages, online services, online applications, social networking websites, or mobile applications directed at minors to not allow a minor to request and obtain removal of content or information posted by the minor or not allow the minor to remove the content or information themselves. Makes it an unlawful business practice for operators of Internet websites, webpages, online services, online applications, social networking websites, or mobile applications who have actual knowledge that a minor is using its Internet website, webpage, online service, online application, social networking website, or mobile application to not allow the minor to request and obtain removal of content or information posted by the minor or not allow the minor to remove the content or information themselves. Makes it an unlawful business practice to not inform minors that are registered users of the service that they may have content or information posted by them removed and provide instructions on how to remove or obtain removal of the content or information. Provides exceptions. Provides that the amendatory Act does not limit the authority of a law enforcement agency to obtain any content or information as required by law or court order. Provides that third parties may not be found in violation of the new provisions. Provides that operators of Internet websites, webpages, online services, online applications, social networking websites, or mobile applications are not required to seek age information about users.
Amends the Child Care Act of 1969. Removes the requirement that the Illinois Department of Children and Family Services must make the comprehensive list of unsafe children's products available to those facilities that do not have Internet access. Provides instead that the Department shall adopt rules to maintain data on child care facilities that do not have Internet access and shall ensure that child care facilities without Internet access register for available mailing lists of pertinent recalls distributed in paper form. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that notwithstanding any law to the contrary, all pharmacies providing prescription drugs under the medical assistance program shall receive the same rate of payment or reimbursement as set by the Department of Healthcare and Family Services. Effective immediately.
