Amends the Prior Authorization Reform Act and the Illinois Public Aid Code. Provides that a health insurance issuer, the fee-for-service medical assistance program, and a Medicaid managed care organization may not require prior authorization for the following prescription drug types and their therapeutic equivalents approved by the United States Food and Drug Administration: human immunodeficiency virus pre-exposure prophylaxis and post-exposure prophylaxis medication or human immunodeficiency virus treatment medication. Effective January 1, 2027.

Amends the Statute on Statutes. Provides that any reference to the term "electronic data processing" in any statute of the State, any rule adopted by an administrative agency of the State, or any appropriations Act of the State includes information technology as defined in a specified provision of the State Finance Act. Amends the State Finance Act. Replaces the term "electronic data processing" with "information technology". Provides that, upon written approval by the Office of the Comptroller, a State agency may submit electronic travel vouchers under procedures and controls prescribed by the Comptroller. Effective immediately.
Designates Harlem Avenue in Chicago from 79th Street to 111th Street as Little Palestine Way in honor of the countless contributions of the Palestinian-American community. Commends both past and present generations of Palestinian-American leaders, entrepreneurs, educators, cultural organizers, women's organizations, faith leaders, and families for ensuring that Harlem Avenue remains a thriving hub of Palestinian-American life, identity, and contribution in Illinois.
Declares May 2026 as Ehlers-Danlos Syndrome (EDS) Awareness Month in honor of those surviving daily with EDS. Encourages scientific research and funding towards finding a cure.
Creates the CBD Consumer Products Act, prohibiting the sale or distribution of hemp-derived cannabinoid products for human or animal consumption unless sold by a registered CBD product registrant. Amends the Department of Professional Regulation Law to add confidentiality references to the Office of the Executive Inspector General and the State Officials and Employees Ethics Act. Amends the Criminal Identification Act to update the definition of "minor cannabis offense." Updates the name of the Local Cannabis Retailers' Occupation Tax Trust Fund and removes a tax exemption for CBD food products. Provides for public tax-revenue reporting. Prohibits home rule counties and municipalities from taxing cannabis. Amends the Compassionate Use of Medical Cannabis Program Act to update definitions, add references to additional patient categories, allow certain intergovernmental agreements, and permit purchases at any licensed dispensing organization. Makes related changes to registration, identification cards, confidentiality, and taxes; repeals the Social Equity Justice Involved Medical Lottery. Amends the Cannabis Regulation and Tax Act regarding definitions, business development, social equity loans and fee waivers, possession limits, minors, licensing, operations, investigations, security, and testing, and adds provisions concerning medical cannabis licenses, relocation, storage endorsements, warning labels, and pickup or drive-through. Amends the Industrial Hemp Act, Cannabis Control Act, and the Tobacco Accessories and Smoking Herbs Control Act. Makes technical and other changes. Effective immediately.
Amends the Illinois Housing Development Act. Requires the Illinois Housing Development Authority (Authority) to establish and administer a First-Generation Homebuyer Down Payment Assistance Program to provide targeted assistance to eligible first-generation homebuyers throughout the State for the purchase of a single-family or non-commercial multi-family residence. Sets forth eligibility requirements. Permits the Authority to prioritize assistance to applicants purchasing homes in designated community priority areas, applicants with household income below 80%, and applicants purchasing homes in areas with low homeownership rates, high housing costs burdens, or limited access to affordable mortgage credit. Provides that assistance under the program shall be provided as a forgivable loan to be forgiven pro rata on a monthly basis over a 5-year period of continuous owner-occupancy. Sets forth the available loan amounts and provides that assistance funds may be used for down payments, closing costs, mortgage insurance, interest rate buydowns, or principal reduction. Permits the Authority to waive repayment in cases of documented financial hardship that is beyond the control of the homebuyer. Permits the Authority to adopt rules to implement and administer the program. Effective July 1, 2026.

Amends the Secretary of State Act. Provides that the Secretary of State shall provide for the publication of the Illinois Blue Book no later than 90 days after the inauguration of each new General Assembly.
Declares April 2026 as Autism Awareness and Acceptance Month in the State of Illinois to help increase public awareness of the need to support individuals with autism and the family members, medical professionals, and human services professionals who help care for individuals with autism.
