Creates the Illinois Health and Safety in Cosmetology and Barbering Products Disclosure Act. Requires the posting of health risk information and the provision of a pamphlet, with specific requirements. Requires the Department of Public Health to develop a posted notice and pamphlet that comply with the Act and make them available for download. Provides that the Department is responsible for monitoring compliance and making inspections. Denotes a petty offense as a penalty for violation. Exempts individuals or businesses who do not sell or use chemical products. Defines terms.

Amends the Clerks of Court Act. Authorizes a circuit court clerk of any county to develop and maintain a will depository. Provides a procedure for the clerk to accept for safekeeping a testamentary instrument executed in compliance with the Probate Act of 1975, including a will, codicil, trust, or trust and one or more trust amendments. Allows a depositor to deposit a will with the clerk if the depositor certifies in writing that the depositor is unable to locate the testator after a diligent search. Creates a procedure for the clerk to follow in accepting, keeping, and returning these documents. Allows the clerk to charge a fee of $25 for each will deposited, and the clerk may not collect a separate fee for additional documents concurrently deposited in relation to a single testator or for a single joint will prepared for a husband and wife.

Amends the Public Utilities Act. In provisions concerning the obligations of alternative retail electric suppliers and provisions concerning the obligations of alternative gas suppliers, provides that the alternative retail electric supplier or alternative gas supplier shall submit to the Illinois Commerce Commission and the Office of the Attorney General certain information about rates that the alternative retail electric supplier or alternative gas supplier charged to residential customers in the prior year, including the number of customers that were enrolled for each rate. Provides that an alternative retail electric supplier or alternative gas supplier shall not pay a commission or any other incentive-based compensation to individuals engaged in in-person solicitation or telemarketing and shall not charge a rate that is more than 25% higher than the current electric supply price or current monthly gas supply rate to any residential or small commercial retail customer at any time. In provisions concerning alternative retail electric supplier selection and provisions concerning alternative gas suppliers, provides that an alternative retail electric supplier or an alternative gas supplier shall not automatically renew a consumer's enrollment after the current term of the contract expires when the renewed contract provides that the consumer will be charged a rate that is higher than the consumer's current contract rate unless: (i) the alternative retail electric supplier or alternative gas supplier complies with certain provisions concerning contract renewal; and (ii) the customer expressly consents to the contract renewal in writing or by electronic signature at least 30 days, but no more than 60 days, before the contract expires. Makes other changes.

Amends the State Finance Act. Creates the Prison Education Fund. Provides that moneys in the Prison Education Fund shall be used by the Illinois Community College Board and Illinois Board of Higher Education to make grants to prison education programs that award associate degrees or bachelor's degrees to currently incarcerated students. Makes changes concerning the allocation of money from the Cannabis Regulation Fund. Provides that 0.5% of the moneys in the Cannabis Regulation Fund, after certain allocations have been made, shall be transferred from the Cannabis Regulation Fund to the Prison Education Fund.

Amends the Election Code. Provides that the amendatory Act may be referred to as the Voting Rights Act of 2025. Creates the Voting Rights Act of 2025 Article. Provides that a political subdivision, State agency, or any other government official or entity responsible for election administration shall not implement or enforce any election policy or practice, or take any other action or fail to take any action that results in, is likely to result in, or is intended to result in disparate outcomes. Creates the Language Access in Elections Article. Provides that a local election authority shall provide language assistance for elections conducted in a political subdivision if that political subdivision meets specified conditions. Creates the Voting Rights Act of 2025 and the Language Access in Elections Articles in the Code. Effective July 1, 2025.

Amends the Chicago Park District Act. Authorizes the Chicago Park District, in collaboration with the botanic gardens authorized under the Forest Preserve Botanic Gardens Act, to establish, maintain, and manage small public gardens throughout the City of Chicago. Provides that each public garden shall include a native landscape aimed at protecting butterfly populations that migrate through the City of Chicago. Defines "Illinois native plants" and "native landscape".

Appropriates $780,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Forest Preserve District of Cook County for the administration and operation of Greencorps Chicago and Forest Preserve Experience programs within the Conservation Corps program. Effective July 1, 2026.

Amends the Energy Transition Act. Provides that the Clean Jobs Workforce Hubs Network shall incorporate targeted outreach, recruitment, training, and placement services specifically for participants seeking careers within the climate, environmental, and clean energy sector. Defines "climate, environmental, and clean energy sector". Provides that the Department of Commerce and Economic Opportunity shall collect, track, and report certain information concerning the Clean Jobs Workforce Network Program. Provides that the information shall be disaggregated by race, gender, geography, and equity status.

Amends the Cigarette Tax Act. Provides that 2% of the moneys received under that Act, the Cigarette Use Tax Act, and the tax imposed on little cigars under the Tobacco Products Tax Act of 1995 shall be deposited into the University of Illinois Cancer Center Fund. Amends the State Finance Act to create the University of Illinois Cancer Center Fund. Provides that moneys in the Fund shall be used by the University of Illinois Cancer Center for purposes of cancer research, patient care, and operating expenses of the Cancer Center. Effective immediately.

Amends the Video Gaming Act. Provides that an applicant or licensee is not in violation of the Act or any rule of the Board and the applicant or licensee is not subject to disciplinary action, delay of Board consideration, or denial of any license based solely upon the ownership, operation, or possession of a game device if the game device is in compliance with specified Sections of the Criminal Code of 2012. Amends the Criminal Code of 2012. Provides that, notwithstanding any other gambling offense provisions, a gambling offense involving a specified vending or other electronic machine or device connected to the Internet is a Class 4 felony. Prohibits any municipality from imposing any restriction or prohibition on permitted gambling activities. Makes changes to the definition of "gambling device". Amends the Prizes and Gifts Act. Makes changes to defined terms. Sets forth provisions concerning the operation of a prize and gift kiosk. Requires each business operating a prize and gift kiosk to be registered with the Department of Revenue and to register each prize and gift kiosk as a Coin-Operated Amusement Device. Provides that filing for a device other than a prize and gift kiosk shall be considered filing a false report or form with the State, and violators shall be subject to any and all penalties for that violation. Provides that the Department of Revenue and the Illinois Liquor Control Commission or its designee shall have jurisdiction. Effective immediately.
