MORTGAGE-LICENSE EXEMPTION

Amends the Residential Mortgage License Act of 1987. Provides that persons exempt from licensure as a federally chartered savings bank registered with the Nationwide Mortgage Licensing System and Registry may apply for an exempt company registration for the purpose of sponsoring one or more individuals subject to the mortgage loan originator licensing requirements of the Act. Establishes requirements for exempt company registration and denial, suspension, or revocation of the registration. Effective immediately.

FIRST 2013 GENERAL REVISORY

Creates the First 2013 General Revisory Act. Combines multiple versions of Sections amended by more than one Public Act. Renumbers Sections of various Acts to eliminate duplication. Corrects obsolete cross-references and technical errors. Makes stylistic changes. Effective immediately.

GLOBAL PARTNERSHIP-ETHICS

Amends the Illinois Global Partnership Act. Prohibits Illinois Global Partnership, Inc. officers and employees and spouses and immediate family residing with an IGP officer or employee (i) having IGP grants or contracts or specified levels of interests in IGP grants and contracts, (ii) soliciting or accepting gifts from IGP grantees and contractors, and (iii) having IGP travel expenses paid for or reimbursed by IGP grantees or contractors. Requires IGP to develop 2-year goals and strategic plans; requires that IGP annually file the plan and a report of its progress with the Governor and General Assembly, beginning July 1, 2013. Effective immediately.

INC TX-EX OFFENDER

Amends the Illinois Income Tax Act. In a Section concerning a credit for wages paid to ex-felons, removes a provision providing that the credit may not exceed $600 for each qualified ex-offender. Provides that the credit is exempt from the Act's automatic sunset. Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that each Agreement entered into on or after the effective date of the amendatory Act shall contain a provision stating that the Applicant shall establish a goal of hiring qualified ex-offenders so that no less than 10% of the jobs created or retained under the Agreement are filled by qualified ex-offenders. Effective immediately.

INS CD-EARLY INTERVENTION SERV

Amends the Cable and Video Competition Law of 2007 in the Public Utilities Act. Makes a technical change in a Section concerning the short title of the Article.

RIVERBOATS-SUPPLIERS-CHIPS

Amends the Riverboat Gambling Act. Provides that a supplier shall permanently affix its name or a distinctive logo or other mark or design element identifying the manufacturer or supplier (was, its name) to all its equipment, devices, and supplies for gambling operations. Provides an exception for gaming chips without a value impressed, engraved, or imprinted on it. Allows the Board to waive the requirement for any specific product or products if it determines that the requirement is not necessary to protect the integrity of the game. Provides that items purchased from a licensed supplier may continue to be used even though the supplier subsequently changes its name, distinctive logo, or other mark or design element; undergoes a change in ownership; or ceases to be licensed as a supplier for any reason. Effective immediately

PEN CD-CLOSE STATE SYSTEMS

Amends the State Employees Group Insurance Act of 1971. Shifts the costs of health insurance coverage for future employees of certain higher education institutions from the State to those higher education institutions. Creates a new health benefit program for those employees, once they become annuitants, and for their dependent beneficiaries. Terminates provisions providing for the ongoing transfer of funds from the General Revenue Fund to the Teacher Health Insurance Security Fund and the Community College Health Insurance Security Fund. Amends the Illinois Pension Code. Requires certain employers to provide a tax-sheltered annuity retirement plan to eligible employees. Requires current members and participants to elect whether to maintain their current benefits in the State-funded retirement systems. Prohibits the State-funded retirement systems from accepting new members or participants. Changes the amount of the required State contributions to the State-funded retirement systems and, in the State Universities and Downstate Teacher Articles, shifts the liability for making those contributions to employers. Amends the State Pension Funds Continuing Appropriation Act. Terminates continuing appropriations from the General Revenue Fund to the Teacher Health Insurance Security Fund and the Community College Health Insurance Security Fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

COMMON INTEREST UNIT-CONDO-FEE

Amends the Common Interest Association Act. Provides that the purchaser of a unit of a common interest community at a judicial foreclosure sale, other than a mortgagee, must pay the common expenses for the unit, including attorneys' fees, that would have been due during the 12 months before a foreclosure judicial sale or the execution of a deed in lieu of foreclosure and if common expenses are paid at any time, the purchaser, other than the mortgagee, has no obligation to pay any common expenses that accrued before the purchaser acquired title. Amends the Condominium Property Act. Provides that the purchaser of a condominium unit at a judicial foreclosure sale, other than a mortgagee, or a purchaser who acquires title from a mortgagee following a judicial foreclosure sale or the execution of deed in lieu of foreclosure must pay the proportionate share of the unit's common expenses, including attorneys' fees, that would have been due during the 12 months before a judicial sale or execution of a deed in lieu of foreclosure (instead of must pay common expenses, without attorney's fees included, for the 6 months incurred immediately before the filing of an action to collect common expenses) and if the common expenses are paid, the purchaser, other than the mortgagee, has no obligation to pay any common expenses that accrued before the purchaser acquired title. Makes other changes. Effective July 1, 2012.

$DPT AGING-COMM CARE PROGRAM

Appropriates $892,900,000 from the General Revenue Fund to the Department on Aging for the Community Care Program. Effective July 1, 2012.

PUB AID-DHFS-MORATORIUM

Amends the Illinois Public Aid Code. Provides that the 2-year moratorium on eligibility expansions does not apply to expansions approved by the federal government that are financed entirely by units of local government and federal matching funds. Regarding classes of persons eligible under the Medical Assistance Program, deletes provisions extending eligibility to persons who are under age 21 and would qualify as disabled as defined under the Federal SSI Program, under certain conditions. Regarding eligibility under the Family Care program, provides that on and after July 1, 2012 (rather than through December 31, 2013), eligibility shall extend to a caretaker relative who is 19 years of age or older when countable income is at or below 133% (rather than 185%) of the Federal Poverty Level Guidelines for the appropriate family size. Makes other changes regarding eligibility under the Family Care program. Extends eligibility to persons who, pursuant to a waiver approved by the Secretary of the U.S. Department of Health and Human Services, are eligible for medical assistance under Title XIX or XXI of the Social Security Act. Permits the Department of Healthcare and Family Services to adopt rules concerning the waiver program. Provides that if the United States Supreme Court holds Title II, Subtitle A, Section 2001(a) of Public Law 111-148 to be unconstitutional, or if a holding of Public Law 111-148 makes Medicaid eligibility allowed under Section 2001(a) inoperable, or if an Act of Congress that becomes a Public Law eliminates Section 2001(a) of Public Law 111-148, the State or a unit of local government shall be prohibited from enrolling individuals in the Medical Assistance Program as the result of federal approval of a State Medicaid waiver on or after the effective date of this amendatory Act. Makes other changes. Effective immediately.
