VIDEO GAMING-INFORMATION

Amends the Freedom of Information Act and the Video Gaming Act. Prohibits the Illinois Gaming Board from disseminating information relating to video gaming that is specific to individual licensed locations, but allows the dissemination of information that is aggregated based on municipality or county. Effective immediately.

FOOD LABELING-SEAFOOD

Amends the Illinois Food, Drug and Cosmetic Act. Provides that any label of fresh, frozen, or processed fish or shellfish, wild or farm raised, offered for sale at wholesale or retail shall clearly identify (1) the species of fish or shellfish by its common name, (2) whether the fish or shellfish was farm raised or wild caught, and (3) whether the fish or shellfish was caught domestically or imported. Provides that a retail food facility that sells or offers for sale any fresh, frozen, or processed fish or shellfish, wild or farm raised, may not knowingly misidentify or misbrand (1) the country of origin of the fish or shellfish or (2) whether the fish or shellfish was farm raised or wild caught. Sets forth provisions concerning misbranding and the presumption of knowledge.

STATE POLICE-PATROL CHICAGO

Urges the City of Chicago and the State of Illinois to enter into an Intergovernmental Cooperative Agreement to deploy Illinois State Police inwards from the Chicago expressways for approximately one linear mile between 67th and 76th streets to Halsted Avenue to the West and Cottage Grove Avenue to the East, for the health, safety and welfare of its residents.

NURSING HOME-FEES-INSURANCE

Amends the Nursing Home Care Act. Provides that an owner or operator of a facility shall purchase and maintain not less than $500,000 in liability insurance for each facility. Provides that no person may establish, own, or operate a facility in the State unless and until the person provides proof of liability insurance coverage to the Department of Public Health. Provides that the Department shall issue a license if the applicant and the facilities meet specified requirements. Provides that each application for a license for a facility shall be accompanied by a license fee of $20 for each bed in the facility, with a minimum fee per facility of $200 (instead of an annual fee of $1,990). Provides that an application for a license to operate a facility also shall include affirmative evidence of the ability to comply with the liability insurance requirement. Effective immediately.

ENGLEWOOD VIOL CRIME TSK FORCE

Creates the Englewood Violent Crime Task Force to: (1) study and determine the causes of violent crime in Englewood and nearby affected communities; (2) study and determine the feasibility of deploying the Illinois State Police to Englewood and nearby affected communities and neighborhoods; (3) develop a comprehensive long-term solution to the effect of violent crime in the Englewood and nearby affected communities; (4) recommend a plan of action to substantially reduce the incidents of violent crime in Englewood and nearby affected communities; and (5) draft any necessary legislation and make any necessary recommendations for appropriations to place the plan of action into immediate effect.

NON-RECOURSE CIV LIT FUND ACT

Creates the Non-Recourse Civil Litigation Funding Act. Provides that all contracts for non-recourse civil litigation funding must meet specified criteria. Provides that the contract shall provide that the consumer may cancel the contract within 5 business days following the consumer's receipt of funds, without penalty or further obligation. Specifies the notice requirements for contracts. Sets requirements for fee calculations. Prohibits unregistered companies from entering into a non-recourse civil litigation funding transaction with consumers. Provides requirements for the Department of Financial and Professional Regulation to consider while making decisions regarding registration. Authorizes the Department to make and enforce reasonable rules and regulations as may be necessary to carry out the provisions of the Act.

CIV PRO-DISCOVERY-COURT RULES

Amends the Code of Civil Procedure. Provides that, among other discovery, the physical and mental examinations of parties and other persons, the taking of depositions, and interrogatories (rather than "answers to interrogatories") shall be in accordance with court rules. Deletes language providing that: (1) the taking of depositions, whether for use in evidence or for purposes of discovery in proceedings in this State or elsewhere, and fees and charges in connection therewith, shall be in accordance with rules; (2) a party shall not be required to furnish the names or addresses of his or her witnesses, except that upon motion of any party disclosure of the identity of expert witnesses shall be made to all parties and the court in sufficient time in advance of trial so as to insure a fair and equitable preparation of the case by all parties; (3) whenever the defendant in any litigation in this State has the right to demand a physical or mental examination of the plaintiff pursuant to statute or Supreme Court Rule, relative to the occurrence and extent of injuries or damages for which claim is made, or in connection with the plaintiff's capacity to exercise any right plaintiff has, or would have but for a finding based upon such examination, the plaintiff has the right to have his or her attorney, or such other person as the plaintiff may wish, present at such physical or mental examination; and (4) no person or organization shall be required to furnish claims, loss or risk management information held or provided by an insurer described in a specified Section of the Illinois Insurance Code.

PRISONER REVIEW DECISIONS

Urges the Prisoner Review Board to review any outstanding petitions for executive clemency with all deliberate speed and forward the appropriate written reports of its recommendations to the Governor. Urges the Governor of Illinois to decide each application and communicate his decisions to the Prisoner Review Board with all deliberate speed.

PROP TX-MUNI-TAX DEED

Amends the Property Tax Code. Requires purchasers of tax delinquent property to reimburse holders of certain notes and receiver's certificates issued under the Illinois Municipal Code before a tax deed may be issued. Provides that, in lieu of reimbursement, the tax sale may be set aside as a sale in error. Effective immediately.
