Amends the Housing Authorities Act. Deletes a provision that: (i) permits a Housing Authority, in the operation or management of housing projects, to refuse to certify or recertify applicants, current tenants, or other household members if, after due notice and an impartial hearing, that person or any of the proposed occupants of the dwelling has, prior to or during a term of tenancy or occupancy in any housing project operated by an Authority, been convicted of a criminal offense relating to the sale or distribution of controlled substances under the laws of this State, the United States or any other state; (ii) if an Authority desires a criminal history records check of all 50 states or a 50-state confirmation of a conviction record, requires the Housing Authority to submit the fingerprints of the relevant applicant, tenant, or other household member to the Department of State Police in a manner prescribed by the Department of State Police; (iii) requires the Department of State Police to charge a fee for conducting the criminal history records check, which shall be deposited in the State Police Services Fund and shall not exceed the actual cost of the records check; and (iv) requires the Department of State Police to furnish, pursuant to positive identification, records of conviction to the Authority.

Amends the Illinois Insurance Code. Sets forth legislative findings concerning nutritional support and hydration. Provides that an individual or group policy of accident and health insurance or managed care plan must provide coverage for intravenous feeding and for enteral or tube feeding and that the benefits shall be at least as favorable as for other coverages under the policy and may be subject to the same dollar amount limits, deductibles, and co-insurance requirements applicable generally to other coverages under the policy. Provides that an individual or group policy of accident and health insurance or managed care plan that provides coverage for prescription drugs must provide coverage for reimbursement for medically appropriate prescription nutritional supplements, limited to those products that are issued only by a physician's written order, when ordered by a physician and the insured suffers from a condition that prevents him or her from taking sufficient oral nourishment to sustain life. Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Health Maintenance Organization Act, and Voluntary Health Services Plans Act to make conforming changes. Amends the State Mandates Act to require implementation without reimbursement by the State.
Urges the United States Congress and the President of the United States to enact legislation that, in order to prevent American taxpayers from being called upon to fund hundreds of billions of dollars to bail out financial institutions, would reinstate the separation of commercial and investment banking functions that was in effect under the Glass-Steagall Act, prohibiting commercial banks and bank holding companies from investing in stocks, from underwriting securities, and from investing in or acting as guarantors to derivative transactions.
Appropriates $1,000,000 from the General Revenue Fund to the State Board of Education for autism programs. Effective July 1, 2015.
Amends the State Police Act. Provides that the Department of State Police Merit Board shall require that before employment, and after employment on an ongoing basis, Department of State Police officers receive training in human rights including civil rights and in cultural diversity, including racial and ethnic sensitivity. Amends the Illinois Police Training Act. Requires a police officer of a local governmental agency to take courses in human rights and receive ongoing training in human rights including civil rights and in cultural diversity, including racial and ethnic sensitivity. Effective immediately.
Amends the Illinois Public Aid Code. Provides that persons shall not be determined ineligible for cash assistance provided under the Temporary Assistance for Needy Families program based upon a conviction for any drug-related felony under State or federal law.
Amends the School Code. Requires every public elementary school that maintains grade 6 to include in its 6th grade curriculum a one-semester civics education course that includes the roles and responsibilities of federal, state, and local governments; the structures and functions of the legislative, executive, and judicial branches of government; and the meaning and significance of historic documents, such as the Articles of Confederation, the Declaration of Independence, and the Constitution of the United States.
Creates the Return Illinois To Prosperity Commission. Provides that the Commission shall review and evaluate the creation of an Illinois State Bank, and specifies the criteria to be used by the Commission. Provides for the membership of the Commission, and that members shall serve without compensation. Provides that the Commission shall report its findings to the General Assembly and the Governor on or before December 31, 2015.
Amends the Public Community College Act. Makes a technical change in a Section concerning variable tuition rates and fees.
