SCH CD-CHI-SCH NURSE REQUIRED

Amends the Chicago School District Article of the School Code. Requires the Chicago Board of Education to establish a school nurse pilot program. Provides that under the program, the Board shall require the top 20% of the lowest performing schools in the school district, as determined by the Board, to employ a school nurse in conformance with certain provisions of the Code concerning school nurses. Requires the Board to implement this program beginning with the 2015-2016 school year. Effective immediately.

NURSING HOME-DHFS-MANAGED CARE

Amends the Nursing Home Care Act. Provides that a resident of a long-term care facility who is assigned by the Department of Healthcare and Family Services to a managed care organization participating in a Medicare-Medicaid Alignment Initiative Program shall have the right to remain in the facility in which the resident resides after enrollment occurs. Effective immediately.

POLICE SENSITIVITY TASK FORCE

Creates the Police Sensitivity Task Force Act. Provides that the Task Force shall: (1) investigate instances of racial disparity related to traffic stops; (2) obtain testimony from persons who believed that they were victims of racial disparity in traffic stops and from law enforcement officers; (3) study past practices relating to traffic stops; and (4) make recommendations to the Illinois Law Enforcement Training Standards Board for suggested revisions to existing racial sensitivity curriculum, and to municipal, county, and State law enforcement agencies to address the problem of racial disparity related to traffic stops. Provides that the Task Force shall hold public hearings and shall issue a written report of its findings and recommendations to the General Assembly on or before January 1, 2017; and that upon filing its report the Task Force is dissolved. Effective immediately.

CRIM CD-VENDOR FRAUD-SCHOOLS

Amends the Criminal Code of 2012. Provides that any person, firm, corporation, association, agency, institution, or other legal entity that knowingly, by means of a false statement, false representation, concealment of any material fact, or by other fraudulent scheme or device on behalf of himself, herself, or others, obtains payments from a school district to which he, she, or it is not entitled, or in a greater amount than that to which he, she, or it is entitled, commits vendor fraud against a school district. Establishes penalties. Provides that a person convicted of vendor fraud against a school district shall be assessed an additional fine, as determined by the court, which fine shall be deposited in a special fund in the county treasury. Provides that moneys in the fund shall be disbursed upon order of the court for the purpose of funding job training and educational programs for pupils in the school district that has been defrauded.

SCH CD-SUMMER SCHOOL-NO CHARGE

Amends the School Code. Provides that a school board may not charge for providing courses during that period of the calendar year not embraced within the regular school term in subject matters normally embraced in the program of the schools during the regular school term.

MEDICAID-PRESCRIPTION DRUGS

Amends the Medical Assistance Article of the Illinois Public Aid Code. Removes a provision requiring the Department of Healthcare and Family Services to impose limitations on prescriptions drugs such that the Department shall not provide reimbursement for more than 4 prescriptions, including 3 brand name prescriptions, for distinct drugs in a 30-day period, unless prior approval is received for all prescriptions in excess of the 4-prescription limit; and removes certain exemptions to the 4-prescription limit.

IDPH-STUDENT ATHLETES-CARDIAC

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to establish a 3-year pilot program for the Chicago school district in which the Department shall require an electrocardiogram (EKG) test as part of the health examination that student athletes are required to undergo. Requires the Department and the State Board of Education to develop and post on their publicly accessible Internet websites guidelines and other relevant materials to inform and educate students participating in or desiring to participate in an athletic activity, their parents, and their coaches about the nature and warning signs of sudden cardiac arrest. Sets forth provisions concerning a sudden cardiac arrest symptoms and warning signs information sheet, informational meetings regarding the symptoms and warning signs of sudden cardiac arrest, and a sudden cardiac arrest training course. Provides that (i) a public school student who exhibits signs or symptoms of sudden cardiac arrest while participating in an athletic activity must be removed by the coach from participation at that time, (ii) if a student is known to have exhibited signs or symptoms of sudden cardiac arrest at any time prior to or following an athletic activity, the student must be prevented from participating in an athletic activity, and (iii) a student removed or prevented from participating in an athletic activity shall not return to participation until the student is evaluated and cleared for return to participation in writing by a physician licensed to practice medicine in all of its branches, certified nurse practitioner, or cardiologist; sets forth penalties.
