Amends the Illinois Health Facilities Planning Act. Makes technical changes in a Section concerning the short title.
Amends the General Homestead Exemption provisions of the Property Tax Code. Provides that in a county with 3,000,000 or more inhabitants if the assessed valuation of property has increased by more than 20% over the previous assessed valuation of that property, an additional exemption is allowed, with the amount of the additional exemption determined by household income. Effective immediately.
Amends the Illinois Vehicle Code. Provides that any person using blue oscillating, rotating, or flashing lights while operating a rescue vehicle not owned by a fire department or a vehicle owned or fully operated by a specified type of firefighter, a trustee of a fire protection district, or a member of another specified emergency response agency must carry an identification card or letter identifying the person as a member of a bona fide fire department, fire protection district, or other specified emergency response unit. Specifies additional required information.
Calls upon the United States Congress to immediately pass the Safe School Food Act.
Recognizes Tuesday, May 18, 2004, as HIV Vaccine Awareness Day and commends the hard work of all scientists, community organizations, and individuals working to produce a vaccine and help bring about a world without AIDS.
Calls on Congress to amend the Medicare Prescription Drug, Improvement and Modernization Act of 2003.
Recognizes V-Day campaigns to stop violence against women.
Urges the U.S. Congress to pass the Social Security Fairness Act of 2003.
Proclaims Wednesday May 28, 2004 as "We Remember, We Care for Indigent Persons Day in Illinois", and urges all citizens to observe, inform themselves of, and support efforts to care for the indigent.
