Amends the School Code and the Communicable Disease Prevention Act. In a Section of the School Code involving health examinations for children, provides that the Department of Public Health shall adopt rules specifying that testing for the human immunodeficiency virus (HIV) be included in health examinations. Requires that the parent or guardian of the child be informed that such testing will be undertaken during the health examination unless the parent or guardian declines for his or her child to be tested for HIV. Also requires that the parent or guardian of the child be provided with clear and concise information about HIV testing, including an explanation about HIV infection and the meanings of positive and negative test results. Provides that HIV testing must be incorporated into the child's general health examination procedures and forms, the record of the health examination submitted to the school must indicate only that the child was tested for HIV or not, and that no HIV test result may be indicated in the record of the health examination submitted to the school. Sets forth the revised recommendations of the U.S. Centers for Disease Control and Prevention (CDC) for HIV testing. Declares to be the public policy of the State that HIV screening be conducted in accordance with the CDC recommendations and that the Department of Public Health develop and administer compliant policies and procedures as soon as possible. Makes other changes. Amends the State Mandates Act to require implementation without reimbursement.

Creates the Judicial Campaign Reform Act and amends the Election Code, the State Finance Act, the Illinois Income Tax Act, and the Clerks of Courts Act. Creates a voluntary program of public financing of election campaigns for the offices of judges of the Illinois Supreme Court and Appellate Courts, administered by the State Board of Elections. Establishes funding mechanisms and provides penalties for violations. Sets mandatory contribution limits with respect to all judicial election campaigns. Makes other changes. Effective January 1, 2009.
Amends the State Finance Act, the Use Tax Act, the Service Use Tax Act, the Retailers' Occupation Tax Act, and the Metropolitan Pier and Exposition Authority Act. Extends the duration and increases the amounts of deposits of certain use and occupation tax proceeds into the McCormick Place Expansion Project Fund. Increases certain bond authorization limits of the Metropolitan Pier and Exposition Authority from $2,107,000,000 to $2,457,000,000 and makes changes to the required maturity dates of the bonds. Makes other changes. Effective immediately.

Amends the Shaken Baby Prevention Act. Makes a technical change in a Section concerning the short title.
Amends the Personnel Code. Establishes a preference in the form of an entitlement to appear on the list of those eligible for appointments, if the person otherwise qualifies through testing for a person if: (i) he or she has been discharged from a prison of this State; (ii) he or she has been wrongfully accused of a crime for which he or she was imprisoned; and (iii) either a court of competent jurisdiction finds that the evidence that resulted in his or her conviction was erroneous or that new evidence indicates that the person did not commit the crime for which he or she was imprisoned or the accused received a pardon from the Governor stating that such pardon is issued on the ground of innocence of the crime for which he or she was imprisoned. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish an individualized job training and continuing education program for each person who has been discharged from a prison of this State; and who has been wrongfully accused of a crime for which he or she was imprisoned; and whom either a court of competent jurisdiction finds that the evidence that resulted in his or her conviction was erroneous or that new evidence indicates that the person did not commit the crime for which he or she was imprisoned or the person received a pardon from the Governor stating that such pardon is issued on the ground of innocence of the crime for he or she was imprisoned. Amends the Court of Claims Act. Grants the court exclusive jurisdiction in those cases. Increases the maximum statutory awards to a person released from prison because of these factors. Effective immediately.
Amends the School Code. Requires the Chicago Board of Education to develop a plan for implementing a program that seeks to establish common bonds between youth of various backgrounds and ethnicities, which must be similar to that of the Challenge Day organization.
Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Extends the repeal date of the Act from September 6, 2008 to June 30, 2010. Effective immediately.
Amends the Medical Practice Act of 1987. In the Patients' Right to Know Law, requires the Department of Financial and Professional Regulation to make physician profiles available to the public on or before September 1, 2008 (now, there is no implementation date for the requirement). Provides that the rules adopted by the Department under the Law shall include rules related to the submission of required information by physicians under the Law, and conditions initial, renewal, and restoration licensure upon the submission and updating of such required information. Effective immediately.
