Celebrates the 44th anniversary of Medicare and urges Congress and the President to immediately reconsider the "Single Payer" option based on the Medicare model for adoption as the primary component of a national health reform plan.

Resolves that the Department of Healthcare and Family Services shall identify and target resources to increase the capacity to meet needs and desires of the population who could benefit from home health care and to prepare for future demands to build the capacity in the system now and into the future.
Amends the Code of Civil Procedure. Provides that if the court finds that a judgment debtor is a family supporter and entitled to relief, the court may prospectively reduce the interest rate on a judgment to a rate not lower than 3%, taking into consideration the needs of the judgment debtor's dependents and the judgment debtor's ability to meet those needs. Provides that any party may request a readjustment of a reduced interest rate on a judgment based on a relevant change in circumstances. Provides that a judgment debtor shall be notified that the court may reduce the amount of wages withheld and reduce the rate of interest on the judgment, if the court finds that the judgment debtor is a "family supporter" and the full wage garnishment would result in a denial of necessities to the judgment debtor's dependents who are disabled or under the age of 18. Provides that under the Act, (1) "family supporter" means a person who supports and resides with one or more dependent children under the age of 18 or a dependent disabled person and whose relationship with the dependent child or disabled person is that of parent, stepparent, son, daughter, sibling, uncle, aunt, grandparent, or guardian; and (2) "dependent" means a child under the age of 18 or disabled person who resides with and is supported by the judgment debtor.
Designates the date of May 10, 2009 and every May 10 thereafter as "Osteoporosis Day" in the State of Illinois.
Creates the Health Insurance Rate Review Act. Creates the independent quasi-judicial Health Insurance Rate Review Board to ensure insurance rates are reasonable and justified. Sets forth duties and prohibited activities concerning the Board. Creates the Health Insurance Rate Review Board Nomination Panel to provide a list of nominees to the Governor for appointment to the Health Insurance Rate Review Board. Sets forth the procedures for nomination. Provides requirements and procedures for health carriers to file current and proposed rates and rate schedules with the Health Insurance Rate Review Board. Provides that the Board shall review and approve or disapprove all rates and rate schedules filed or used by a health carrier. Sets forth provisions concerning rate standards, public notice, hearings, and the disapproval and approval of rates and rate schedules.
Creates the Healthy Illinois Act. Contains only a short title provision.
Creates the Premium and Loss Data Reporting Act. Provides that all insurers subject to the Act shall report to the Director of the Department of Insurance accurate and complete information for each accident and health coverage type requested. Sets forth the specific types of accident and health coverage requested for reporting.
Amends the Illinois Insurance Code. Provides that accident and health insurance policies and managed care plans that provide coverage for prescription drugs must provide coverage for any type of dietary supplement, including, but not limited to, homeopathic, holistic, and micronutrient naturopathic supplements, prescribed by a physician licensed to practice medicine in all of its branches. Provides that coverage for dietary supplements that are prescribed by a physician may be subject to deductibles, copayments, coinsurance, or annual or maximum payment limits that are consistent with deductibles, copayments, coinsurance, or annual or maximum payment limits applicable to coverage for prescription drug benefits under the policy or plan.
Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, Illinois Public Aid Code, and Illinois Insurance Code to provide that accident and health insurance policies and managed care plans shall cover all services ordered by a physician and provided in a hospital that are considered medically necessary. Amends the Medical Patient Rights Act. Includes limited health service organizations and voluntary health services plan in the definition of "insurance company". In the provision concerning statement of hospital patient's rights, provides that the statement shall include the right not to be discriminated against by the hospital due to the patient's race, color, or national origin. Sets forth provisions concerning discrimination grievance procedures and emergency room antidiscrimination notices. Effective immediately.
Amends the Election Code. With respect to absentee ballots, provides that those returned by mail must be postmarked by midnight preceding election day, for counting no later than during the period for counting provisional ballots.
