Celebrates the 46th anniversary of Medicare and urges Congress and the President to immediately consider enactment of a "Single Payer" option based on the Medicare model for adoption as an additional component of a national health reform plan.
Amends the Health Care Justice Act. Changes the short title to the Health Care Justice Implementation Act of 2011. Provides that the mission goals of the Health Care Justice Implementation Task Force are to monitor the implementation of the federal health care reforms and make recommendations, report concerning additional reforms needed to ensure affordable health care, assess current programs, and issue recommendations concerning the implementation of a statewide health insurance plan offered by the State. Contains provisions concerning reports, public hearings, and research assessments. Repeals provisions concerning the Task Force's final report and further legislative actions. Effective July 1, 2011.

Creates the Consumer Health Insurance Counsel Act. Creates the independent Office of Consumer Health Insurance Counsel for the purpose of representing the interests of health insurance consumers. Sets forth provisions concerning the appointment and qualifications of and prohibited activities regarding the position of Consumer Health Insurance Counsel. Provides that the Consumer Health Insurance Counsel may assess the impact of insurance rates, rules, and forms on consumers and shall advocate positions determined to be most advantageous to a substantial number of insurance consumers. Sets forth additional provisions.
Amends the Probation and Probation Officers Act. Provides that beginning January 1, 2011, minimum qualifications of probation officers shall include at least 30 hours per year in training or continuing education, provided that such training or continuing education programs have been approved in advance by the Division of Probation Services. Provides that beginning January 1, 2014, such minimum qualifications shall include at least 40 hours per year in training or continuing education, provided that such training or continuing education programs have been approved in advance by the Division of Probation Services.
Designates the 16th of every month in 2011 as Premature Birth Prevention and Awareness Day in the State of Illinois.
Creates the Historic Preservation Tax Credit Act. Provides for an income tax credit in an amount equal to 25% of qualified expenditures incurred by a qualified taxpayer for the restoration and preservation of a qualified historic structure. Provides that the credit may be carried forward for up to 10 years. Provides that the credit may be sold, assigned, conveyed, or transferred. Provides that the cumulative amount of credits awarded under the Act may not exceed $25,000,000 per year per county. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.
