Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning a drug testing program.

Creates the Bill of Rights for the Homeless Act. Sets forth certain rights of homeless persons. Provides that in any civil action alleging a violation of the Act, the court may award appropriate injunctive and declaratory relief, actual damages, and reasonable attorney's fees and costs to a prevailing plaintiff. Amends the Illinois Human Rights Act to make corresponding changes. Defines "housing status" as the status of having or not having a fixed or regular residence, including the status of living on the streets, in a shelter, or in a temporary residence.
Amends the Juvenile Court Act of 1987. Provides that a motion to reinstate parental rights may be filed only by the Department of Children and Family Services or the minor regarding any minor who is presently a ward of the court under the Abused, Neglected, or Dependent Minors Article of the Act when certain specified conditions are met. Deletes that the Section concerning a motion to reinstate parental rights is repealed 4 years after its effective date (August 21, 2013). Effective immediately.
Amends the Patients' Right to Know Act. Extends the disclosure period from 5 years to 10 years for certain information that must be posted on a physician's public profile.
Amends the Illinois Income Tax Act. In a Section concerning a credit for wages paid to ex-felons, removes a provision providing that the credit may not exceed $600 for each qualified ex-offender. Provides that the credit is exempt from the Act's automatic sunset. Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that each Agreement entered into on or after the effective date of the amendatory Act shall contain a provision stating that the Applicant shall establish a goal of hiring qualified ex-offenders so that no less than 10% of the jobs created or retained under the Agreement are filled by qualified ex-offenders. Effective immediately.
Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Provides that a business owned and controlled by females shall be certified as a "Female owned business". Further provides that a business owned and controlled by females who are also minorities shall be certified as both a "Female owned business" and a "Minority owned business". Effective immediately.
Mourns the death of Mary Coutee Rachal.
Designates the date of May 15, 2013 as Alpha Kappa Alpha Day in the State of Illinois in honor of Alpha Kappa Alpha Sorority, Incorporated, and its work.
Creates the Return Illinois To Prosperity Commission. Provides that the Commission shall review and evaluate the creation of an Illinois State Bank, and specifies the criteria to be used by the Commission. Provides for the membership of the Commission, and that members shall serve without compensation. Provides that the Commission shall report its findings to the General Assembly and the Governor on or before December 31, 2013.
Urges the U.S. Congress to pass the Student Loan Fairness Act of 2013.
