Amends the Transportation Article of the School Code. Requires the Chicago Board of Education to provide free transportation to and from a pupil's assigned school and a pick-up point for any pupil who must walk or otherwise travel along a safe passage route, as designated by the Board, to reach school or return home. Effective immediately.
Amends the State Finance Act, the Illinois Income Tax Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, the Retailers' Occupation Tax Act, the Telecommunications Excise Tax Act, and the Telecommunications Infrastructure Maintenance Fee Act. Provides for transfers from certain special funds of the State to the Tax Compliance and Administration Fund. Provides that those moneys shall be used, subject to appropriation, to fund additional auditors and compliance personnel at the Department of Revenue. Effective on the first day of the first calendar month to occur not less than 30 days after this Act becomes law.
Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.
Amends the Illinois Human Rights Act. Provides that with respect to employment, it is a civil rights violation for an employer to refuse to provide reasonable accommodations for an employee for conditions related to pregnancy, childbirth, or related medical conditions, if she so requests, with the advice of her health care provider. Provides that the term "reasonable accommodations" means actions which would permit such an employee to perform in a reasonable manner the activities involved in the job or occupation including an accessible worksite, acquisition or modification of equipment, job restructuring, and modified work schedule. Provides that the reasonable accommodations shall be undertaken provided that those actions do not impose an undue hardship on the business, program, or enterprise of the entity from which the actions are requested.
Amends the Unified Code of Corrections. Requires as a condition of probation, conditional discharge, and supervision that the defendant provide the court with satisfactory proof of his or her level of education and requires the defendant, at his or her expense, to make a good faith effort to raise his or her level of education. Provides that failure to achieve the educational goal shall not be grounds for revocation of probation, conditional discharge, or supervision. Provides that, if the defendant has a child, a condition of his or her sentence shall be to attend a course on strengthening families and parenting. Provides that a credit of up to 180 days shall be given toward completion of probation and conditional discharge for achieving specified goals. Defines "good faith effort". Effective immediately.
Amends the Great Lakes-St. Lawrence River Basin Water Resources Compact Act. Makes a technical change in a Section concerning the short title.

Amends the Children and Family Services Act and the Juvenile Court Act of 1987. Provides that a minor charged with a criminal offense under the Criminal Code of 1961 or the Criminal Code of 2012 or adjudicated delinquent shall not be placed in the custody of or committed to the Department of Children and Family Services by any court, except a minor less than 18 (rather than 15) years of age and committed to the Department of Children and Family Services under the sentencing order provisions of the Delinquency Article of the Juvenile Court Act of 1987 or a minor for whom a basis (deletes independent) of abuse, neglect, or dependency exists. Provides that a delinquent minor may be placed in the custody of the Department of Children and Family Services if the delinquent minor is under 18 (rather than 15) years of age and the court finds that reasonable efforts have been made to prevent or eliminate the need for removal and that continuance in the home of the parent or guardian would be contrary to the minor's welfare. Provides that a delinquent minor may be placed in the custody of the Department of Children and Family Services under the Abused, Neglected, or Dependent Minors Article of the Juvenile Court Act of 1987.
