DHFS-MEDICAID RECOVERY-EXEMPT

Amends the Illinois Public Aid Code. Provides that subject to federal approval, the Department of Healthcare and Family Services shall not recover from any funds an individual secures through a reverse mortgage any amount in medical assistance correctly paid to or on behalf of that individual.

MEDICAL PRACTICE ACT-FEES

Amends the Medical Practice Act of 1987. Increases various fees concerning licenses and renewal of licenses under the Act. Effective immediately.

COL TEXTBOOKS-TAX-PRINT-RENT

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act to provide that, beginning July 1, 2014, textbooks required for courses offered at an institution of higher learning are exempt from taxation under those Acts. Amends the Transparency in College Textbook Publishing Practices Act to require a publisher to keep a textbook in print and available to be purchased for at least 6 years from the last copyright date. Amends the Board of Higher Education Act to require the Board, subject to appropriation, to provide grants to institutions of higher learning to fund textbook rental programs at those institutions.

SCH CD-ELEM SCH-RECESS REQ

Amends the School Code. Provides that the Chicago Board of Education shall require that schools provide daily recess for all students in kindergarten through grade 8. Provides that a recess must be at least 10 minutes in length. Provides that if the principal determines that the weather is inclement, the principal shall direct that a recess be held indoors. Requires the principal to ensure that students are given the opportunity to engage in physical exercise during each recess. Provides that the time required for recesses is included in the minimum number of hours necessary to constitute a full day of attendance under the State aid formula provisions.

PEN CD-REFORM STATE SYSTEMS

Amends the Budget Stabilization Act. Provides for the transfer of $1 billion from the General Revenue Fund to the Pension Stabilization Fund in 2020 and each fiscal year thereafter. Provides for the termination of those transfers in State fiscal year 2057 or when each of the designated retirement systems has achieved the funding ratio prescribed by law for that retirement system, whichever occurs first. Specifies that the transferred amounts do not reduce and do not constitute payment of any portion of the required State contribution. Amends the Illinois Income Tax Act. Includes annual retirement income above $125,000 in the calculation of adjusted gross income. Amends the General Assembly, State Employee, State Universities, Downstate Teacher, and Judges Articles of the Illinois Pension Code. Provides a new funding formula, designed to bring the total assets of the System up to 80% of the total actuarial liabilities of the System by the end of State fiscal year 2057. Contains a funding guarantee that obligates the State to make certain contributions. Provides for the recalculation of the required State contribution to each of the Systems for State fiscal year 2014. Effective immediately.

AMBULAT SURGICAL CNTR-HOSPITAL

Amends the University of Illinois Hospital Act, the Ambulatory Surgical Treatment Center Act, and the Hospital Licensing Act. Provides that whenever an ambulatory surgical treatment center or hospital provides treatment to a patient that involves placement of bone, an organ, other human tissue, or any foreign object, including, but not limited to, artificial joints and other prostheses, into the patient's body, the ambulatory surgical treatment center or hospital must fully disclose at least the following to the patient: the source of the bone, organ, other human tissue, or foreign object; the date it was obtained; the date it was placed in the patient; and the location of the placement in the patient's body. Effective immediately.

HUM RTS-PREGNANCY ACCOMMODATE

Amends the Illinois Human Rights Act. Provides that with respect to employment, it is a civil rights violation for an employer to refuse to provide reasonable accommodations to an employee based on medical conditions related to pregnancy or childbirth, if she so requests with the advice of her health care provider. Provides that the term "reasonable accommodations" means actions which would permit such an employee to perform in a reasonable manner the activities involved in the job or occupation including an accessible worksite, acquisition or modification of equipment, job restructuring, and modified work schedule. Provides that the reasonable accommodations shall be undertaken provided that those actions do not impose an undue hardship on the business, program, or enterprise of the entity from which the actions are requested.

RETURN IL TO PROSPERITY COMMN

Creates the Return Illinois To Prosperity Commission. Provides that the Commission shall review and evaluate the creation of an Illinois State Bank, and specifies the criteria to be used by the Commission. Provides for the membership of the Commission, and that members shall serve without compensation. Provides that the Commission shall report its findings to the General Assembly and the Governor on or before December 31, 2013.
