Creates the Medicaid Managed Care Oversight Task Force to monitor how Illinois approaches and manages a new form of health care delivery system based on a managed care model, particularly for people with disabilities and the elderly.

Urges the Governor's Commission on Criminal Justice and Sentencing Reform to study issues and permit, to the extent that such a determination is appropriate, the mentioned members of the vulnerable population to have a chance to relieve themselves of the stigma of being convicted felons and to have a chance to obtain jobs by having their records sealed.
Creates the Return Illinois To Prosperity Commission. Provides that the Commission shall review and evaluate the creation of an Illinois State Bank, and specifies the criteria to be used by the Commission. Provides for the membership of the Commission, and that members shall serve without compensation. Provides that the Commission shall report its findings to the General Assembly and the Governor on or before December 31, 2015.
Urges Chicago Public Schools to adhere to all laws under the School Code, including the training of personnel on the use of automated external defibrillators and the teaching of black history in schools. Urges the Illinois State Board of Education to ensure that Chicago Public Schools are in compliance with all applicable laws and to withhold General State Aid funds if it finds the district is out of compliance.
Urges President Obama to submit the U.N. Convention on the Rights of the Child to the U.S. Senate for its advice and consent without delay, and further calls on the U.S. Senate to move swiftly to approve the Convention.
Proclaims Wednesday May 27, 2015 as "We Remember, We Care for Indigent Persons Day in Illinois", and urges all citizens to observe, inform themselves of, and support efforts to care for the indigent.
Urges all members of the Illinois congressional delegation to support legislation which would extend federal financing for the Children's Health Insurance Program for the next 4 years and continue the program along current lines and to oppose legislation which would restrict children's access to health care.
Urges the U.S. Congress to introduce and pass legislation that eliminates both the Government Pension Offset and the Windfall Elimination Provision.
Urges the State Board of Education to promote the same educational standards for students of all races so that they receive equal access to and rights in education, without any distinction being made regarding the testing capabilities of any one race.
