Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to develop and maintain a written policy concerning the credits that the university will award for courses on a joint services transcript. Defines "joint services transcript". Effective January 1, 2017.

Amends provisions of the School Code concerning pupil residency. Provides that, for school districts having a population of less than 500,000, if a person attempts to enroll a pupil in a school district and the school board finds that the pupil is a non-resident of that district, the board must provide certain information to the person attempting to enroll the pupil, including referrals to free or reduced-cost legal help. Provides that, at a hearing to decide the issue of residency, the board has the burden of going forward with the evidence concerning the pupil's residency. Provides that if the school board determines the pupil is a non-resident, the person attempting to enroll the pupil may petition the regional superintendent of schools to review the decision. Establishes the procedure and timeframe for the petition. Changes "days" to "calendar days". Makes other changes.
Amends the Grow Your Own Teacher Education Act. Makes a technical change in a Section concerning the short title.
Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that beginning with fiscal year 2017, and for each fiscal year thereafter, the entirety of the appropriation amount allocated to the State Board of Education for school districts and other pre-kindergarten through grade 12 education service providers shall be enacted and become law before the March 31st immediately preceding the beginning of that fiscal year. Effective immediately.
Amends the Hospital Report Card Act. Requires hospitals to include in their quarterly reports additional infection measures mandated by the Centers for Medicare and Medicaid Services that are reported by hospitals to the Centers for Disease Control and Prevention's National Healthcare Safety Network surveillance system and deemed relevant to patient safety by the Department of Public Health. Provides that the Department may align the infection-related measures that are required to be reported by hospitals with the measures and methods developed by the Centers for Disease Control and Prevention, the Centers for Medicare and Medicaid Services, the Agency for Healthcare Research and Quality, the Joint Commission on Accreditation of Healthcare Organizations, and the National Quality Forum by adding and retiring reporting measures based on national health care strategies and measures deemed scientifically reliable and valid for public reporting.
Amends the Illinois Income Tax Act. Creates an addition modification in an amount equal to the deduction for qualified domestic production activities allowed under Section 199 of the Internal Revenue Code for the taxable year. Makes changes concerning the definition of "unitary business group". Provides that moneys attributable to those changes shall be deposited into the Bill Payment Trust Fund. Provides that moneys in the Fund shall be used to make payments to certain bona fide creditors of the State. Amends the State Finance Act to create the Fund. Effective immediately.
Amends the Childhood Hunger Relief Act. Makes a technical change in a Section concerning the short title.
Creates the Racial Impact Note Act. Provides that every bill, the purpose or effect of which amends criminal offenses, criminal procedure, or sentencing provisions under the Criminal Code of 2012, the Code of Criminal Procedure of 1963, the Unified Code of Corrections, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Control Act, the Methamphetamine Precursor Control Act, or the Methamphetamine Precursor Tracking Act, shall have prepared for it, before second reading in the house of introduction, a brief explanatory statement or note that shall include a reliable estimate of the anticipated impact on: (i) the number of criminal cases per year the bill will affect; (ii) the members of racial minority groups; (iii) the operations of correctional institutions; and (iv) any other matter the Illinois Department of Corrections considers appropriate. Requires the Illinois Department of Corrections to prepare the note. Contains other related provisions regarding the vote on the necessity of the note, comment or opinion regarding the merits of the legislation included in the note, and appearance of State officials and employees in support or opposition of measure.
Amends the Illinois Health Facilities Planning Act. Makes a technical change in a Section concerning the short title.
Amends the Civil Administrative Code of Illinois. Provides that a small business subcontractor may enter into an agreement with the Department of Transportation to receive direct payments from the Department on a construction project. Amends the Procurement Code. Provides that any construction project under the authority of the chief procurement officer valued at $195,000 or less shall be designated for a small business set-aside. Amends the State Prompt Payment Act. Provides that when a State official or agency responsible for administering a contract submits a voucher to the Comptroller for payment to a small business subcontractor who enters into a contract, that State official or agency shall make available electronically the voucher information. Provides that if a contractor with the Department or a small business subcontractor claims that additional payment is due under the terms of the contract, and the Department of Transportation has not agreed that payment is due, the contractor or subcontractor desiring to pursue additional compensation shall file a claim according to the requirements and procedures specified by the Department. Provides that if the claim, after consideration by the Department, is found to have merit, the Department will make an equitable adjustment.
