Amends the School Code. With respect to the Early Childhood Education Block Grant, provides that not less than 11% (instead of exactly 11%) of the grant shall be used to fund programs for children ages 0-3. Provides that this percentage shall increase to at least 20% by Fiscal Year 2015, except that if, in a given fiscal year, the amount appropriated for the Early Childhood Education Block Grant is insufficient to increase the percentage of the grant to fund programs for children ages 0-3 without reducing the amount of the grant for existing providers of preschool education programs, then the percentage of the grant to fund programs for children ages 0-3 may be held steady instead of increased. Effective July 1, 2009.

Amends the Environmental Protection Act. Specifies that the term "recyclable general construction debris" includes clean wood that is segregated from general construction or demolition debris and that is processed for use as fuel. Amends the Illinois Solid Waste Management Act. Provides that "recycling" includes "the combustion of wood or biomass fuel for energy recovery". Specifies that "the combustion of wood or other biomass fuel for energy recovery shall not be considered 'recycling' for grant or incentive programs administered by the Environmental Protection Agency." Imposes conditions on rulemaking authority. Effective immediately.

Creates the Illinois Torture Inquiry and Relief Commission Act. Creates the Illinois Torture Inquiry and Relief Commission as an independent commission under the Illinois Human Rights Commission for administrative purposes. Provides that the Commission shall conduct inquiries into claims of torture with priority to be given to those cases in which the convicted person is currently incarcerated solely for the crime with respect to which he or she claims torture by Jon Burge or officers under his command, or both. Provides that if the Commission concludes there is sufficient evidence of torture to merit judicial review, the Chair of the Commission shall request the Chief Judge of the Circuit Court of Cook County for assignment to a trial judge for consideration. Provides that the Act applies to claims of torture filed not later than 5 years after the effective date of the Act. Effective immediately.

Amends the Personnel Code. Makes a technical change in a Section concerning the short title.

Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.

Creates the School Success Task Force to examine issues and make recommendations related to current State Board of Education policies regarding suspensions, expulsions, and truancies.

Recognizes April of 2009 as the Month of the African-American Male in Illinois Higher Education.

Mourns the death of Betty Canaday of Springfield.

Congratulates Reverend Dale Lawson, Sr., Pastor Emeritus Reverend Princeton McKinney, and the congregation of Christ Temple Community Baptist Church, in Markham, on the occasion of the 50th anniversary of the church.

Amends the State Budget Law of the Civil Administrative Code of Illinois. Makes a technical change concerning submission of the State budget.
