Amends the Criminal Code of 1961. Adds, to the elements of aggravated assault and aggravated battery, that a person, in committing an assault or battery, knows the individual assaulted or harmed to be a private social service agency employee, such as a caseworker, investigator, or other person, and the caseworker, investigator, or other person is upon the grounds of a private social service agency or grounds adjacent thereto, or is in any part of a building being used for service delivery, or upon the grounds of a private residence of an adult service recipient or any other adult person being interviewed or investigated in the worker's discharge of his or her duties, or on the grounds adjacent thereto, or is in any part of a building in which the recipient of services resides or is located, including social services staff working under contract with a State agency.

Amends the Chicago Teacher Article of the Illinois Pension Code. Limits what the Board may reimburse for the cost of health care insurance coverage to 75% of the cost for recipients of a service retirement, disability retirement, or survivor's pension and removes other provisions limiting the reimbursement. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning construction of the Code.
Amends the Community Service Education Act. Provides that the Community Service Education Program must be jointly administered by the State Board of Education and the Office of the Lieutenant Governor (instead of being administered solely by the State Board). Provides that the State Board and the Office of the Lieutenant Governor are jointly authorized to make grants (instead of only the State Board being authorized). Requires the State Board and the Office of the Lieutenant Governor to jointly adopt rules (instead of allowing the State Board to adopt rules).
