Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that for facilities licensed by the Department of Public Health under the MR/DD Community Care Act as Intermediate Care Facilities for the Developmentally Disabled or Long Term Care for Under Age 22 facilities, the payment rates established by the Department of Healthcare and Family Services that take effect on July 1, 2010 shall include an increase sufficient to provide a $0.50 per-hour wage increase for non-executive staff. Effective immediately.

Amends the Department of Transportation Law of Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.

Amends the Union Employee Health and Benefits Protection Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Income Tax Act. Requires an addition modification to base income of an amount equal to the contribution component of any nonqualified withdrawal or refund from a tuition savings program that was previously deducted from base income and that did not result from the death or disability of the beneficiary. Effective immediately.

Amends the Chicago Teacher Article of the Illinois Pension Code. In provisions concerning the Board of Trustees of the Public School Teachers' Pension and Retirement Fund of Chicago's power to defray health insurance costs, increases the maximum total payments for that purpose to $100,000,000 (from $65,000,000) plus any amount authorized to be paid in the preceding year that was not actually paid by the Board, including interest earned thereon. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Property Tax Code. Provides that the fee paid by purchasers in a county with 3,000,000 or more inhabitants and deposited into a special fund for payment of interest and costs shall be $200 (now, $100). Effective immediately.

Appropriates $1 from the General Revenue Fund to the Department of Healthcare and Family Services for its ordinary and contingent expenses. Effective July 1, 2009.

Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning annual license fees.

Creates the Revised Uniform Anatomical Gift Act, proposed by the National Conference of Commissioners on Uniform State Laws. Contains provisions regarding: applicability; who may make an anatomical gift before a donor's death and the making, amending, or revoking of such a gift; the refusal to make an anatomical gift; who may make an anatomical gift of a decedent's body or part and the making, amending, or revoking of such a gift; documents of gift or other information identifying an individual as a donor or as an individual who made a refusal; the rights and duties of procurement organization and other parties; coordination of procurement and use; prohibition of the purchase of parts and other prohibitions; immunity; choice of law; presumptions; advance health-care directives; disability of a recipient of an anatomical gift; cooperation between coroners or medical examiners and procurement organizations; bodies under jurisdiction of a coroner or medical examiner; construction; and other matters. Repeals the Illinois Anatomical Gift Act. Amends various Acts to make conforming changes.

Amends the Property Tax Code. Provides that the collector shall assess a fee of up to $5 for each duplicate tax bill (instead of each duplicate tax bill provided to any mortgage lender who is not the property owner of record). Effective immediately.
