Encourages Illinois schools participating in the School Breakfast Program, and schools with 70% or higher Free and Reduced Price meal eligibility in particular, to utilize alternative delivery models such as Breakfast in the Classroom and Grab n' Go to provide alternative breakfast models to all students. Acknowledges the importance of increasing participation in school breakfast in Illinois schools, and recognizes that establishing State requirements for schools to participate in alternative breakfast models is the most effective means to increase school breakfast participation. Urges the Illinois Commission to End Hunger's No Kid Hungry Working Group to provide the General Assembly with a report showing the impact of providing alternative breakfast models at all schools with an emphasis on schools that have 70% or higher Free and Reduced Price eligibility by November 4, 2015.

Urges Thornton Township High School District 205 to rename its track after Terrance J. "T.J." Shirley.

Reaffirms Illinois's sister-state and sister-city relationships with Taiwan, expresses continued support for its entry into the Trans-Pacific Partnership, and extends support for Taiwan's participation in international organizations.

Mourns the death of former Illinois State Representative Harold Murphy.

Congratulates Jessica Buckner on the occasion of her retirement as a member of the School District 151 Board.

Mourns the death of Rev. Carl Hopson.

Amends the Illinois Municipal Code. Provides that home rule municipalities may impose a tax on tobacco products, however measured.

Amends the Criminal Code of 2012. Provides that a person who knowingly places, posts, or reproduces on the Internet a photograph, video, or digital image of a person in a state of nudity, in a state of sexual excitement, or engaged in any act of sexual conduct or sexual penetration, without the knowledge and consent of that person, is guilty of a Class 4 felony. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for any person engaged in placing, posting, publishing, reproducing, or maintaining an Internet site to solicit or accept the payment of a fee or other consideration for removal of a person's private material or identifying information, which has been placed, posted, published, reproduced, or maintained on an Internet site without knowledge and consent of that person.

Creates the Endow Illinois Tax Credit Act and amends the Illinois Income Tax Act. Requires the Department of Revenue to authorize an income tax credit to taxpayers who provide an endowment gift to a permanent endowment fund. Sets forth procedures and criteria for authorizing the credits. Provides that the aggregate amount of all credits that the Department may authorize may not exceed $10,000,000 in 2013, $25,000,000 in 2014, or $50,000,000 in 2015 and each calendar year thereafter. Provides conditions for eligibility. Requires the Department to make an annual report concerning the credits. Provides that the credit may be carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.

Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.
