PUB HEALTH - ENERGY DRNK

Amends the Illinois Food, Drug and Cosmetic Act. Prohibits the sale, offering for sale, or delivery of an energy drink containing stimulants, including, but not limited to, caffeine, taurine, or guarana to a person under 18 years of age. Provides that the Director of the Department of Public Health is authorized to file a complaint and seek a temporary restraining order or preliminary or permanent injunction restraining the sale, offering for sale, or delivery of an energy drink to a person under 18 years of age.

Amends the Unified Code of Corrections. Provides that the court may sentence a person convicted of or placed on supervision for an offense that is not a crime of violence to a term of military service in the Armed Forces of the United States instead of a term of imprisonment in a penal institution of this State if certain conditions are met.

REAL EST DISCLOSURE-SEWER LINE

Amends the Real Estate Disclosure Act. Provides that a seller of residential property to which the Act applies shall have the sewer line from the residential property to the sewer main, or in the case of a septic system to the septic tank, inspected by a licensed plumber using video camera inspection technology, and that the licensed plumber shall prepare a written, dated report that includes his or her review of the condition of the line. Provides that the seller shall attach the report to the residential real property disclosure report form required under the Act.

CIV PRO-EVICT-SHERIFF PROP STR

Amends the Code of Civil Procedure. Provides that in forcible entry or mortgage foreclosure evictions, personal property, which the sheriff deems has commercial value, which was not removed by the defendant from the premises shall be stored by the sheriff at a private storage facility for 30 days, with notice to the defendant personally served or sent by certified mail stating the name, address, and telephone number of the facility; description of the property; and a statement that unless the storage fee is paid within 30 days, the property will be sold or otherwise disposed of. Provides that a sale shall take place not sooner than 30 days after the notice and after a published advertisement that includes: a description of the property; the storage facility address; and the time, place, and manner of the sale or other disposition. Provides that the sale or other disposition shall take place not sooner than 3 days after the advertisement is published. Provides that any sale or other disposition of the property shall be held at the facility or nearest suitable place. Provides that before any sale or other disposition, the defendant may pay the amount necessary to satisfy the storage charges and redeem the personal property. Provides that upon the defendant's payment, the facility shall return the property, and thereafter the facility shall have no liability as to that property. Provides that a good faith purchaser of the property takes it free of any defendant's rights, despite any noncompliance with the Act. Makes other changes.

MEDICAL CANNABIS

Creates the Compassionate Use of Medical Cannabis Pilot Program Act. Provides that when a person has been diagnosed by a physician as having a debilitating medical condition, the person and the person's primary caregiver may be issued a registry identification card by the Department of Public Health that permits the person or the person's primary caregiver to legally possess no more than 7 dried cannabis plants and 2 ounces of dried usable cannabis. Amends the Cannabis Control Act to make conforming changes. Provides that the provisions of the Act are severable. Provides that the Act is repealed 3 years after its effective date. Repeals the research provisions of the Cannabis Control Act. Effective immediately.

VETERINARY RECORDS-LIABILITY

Amends the Veterinary Medicine and Surgery Practice Act of 2004. Provides that no person may practice veterinary medicine in the State except within the context of a veterinarian-client-patient relationship. Changes the definition of "veterinarian-client-patient relationship" to include a licensed veterinarian who has access to the animal patient's records and has been designated by the veterinarian with the prior relationship with the animal patient to provide reasonable and appropriate medical care if he or she is unavailable. Adds exemptions from the Act for certain specified persons. Requires a veterinarian to maintain patient records, which shall include certain specified information, for a minimum of 5 years from the date of the last known contact with an animal patient. Increases the maximum civil penalty allowed for a violation of the Act from $5,000 to $10,000. Makes several changes to the definition of "practice of veterinary medicine". Makes changes to the definitions of "accredited program in veterinary technology", "certified veterinary technician", and "complementary, alternative, and integrative therapies". Defines "immediate supervision", "licensed veterinarian", "veterinary premises", "veterinary prescription drugs", and "veterinary specialist". Replaces all references in the Act to "Director" with "Secretary". Makes other changes. Also makes technical changes. Amends the Regulatory Sunset Act. Extends the repeal date of the Veterinary Medicine and Surgery Practice Act of 2004 from January 1, 2014 to January 1, 2020. Effective immediately.
