Amends the School Code. Provides that the Chicago Board of Education may not either operate a school in or purchase the physical facilities of a school that until 2009 was known as Notre Dame High School for Girls. Effective immediately.

Amends the Transportation Cooperation Act of 1971. Makes a technical change in a Section concerning the short title of this Act.
Appropriates $5,000,000 from the General Revenue Fund to the Department of Human Services for Youthbuild programs. Effective July 1, 2009.
Appropriates $2 from the General Revenue Fund to the State Board of Education for charter schools. Effective July 1, 2009.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the insurability of newborns.
Amends the Whistleblower Act. Makes a technical change in a Section concerning violations of the Act.
Amends the Workers' Compensation Act. Makes a technical change in a Section concerning the application of the Act.
Amends the Public Private Agreements for the Illiana Expressway Act. In provisions authorizing public private agreements in connection with the expressway, requires that the Department of Transportation's rules promulgated under the Act establish firm goals, standards, processes, appeals procedures, reporting requirements, and penalties by which the Department ensures that the contractor or contractors promote and permit the participation of businesses that are subject to the provisions of the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. In connection with the Department's retention of an advisor or advisors, requires that an advisor or advisors have significant experience in ensuring the participation of entities subject to the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Adds provisions that must be included in the public private agreement, including provisions requiring that the contractor undertake specific outreach, sub-contracting, reporting, mentoring, and other measures to promote and ensure the participation of enterprises owned by minorities, females, and persons with disabilities, provisions concerning liquidated damages, and provisions requiring that in financing the project by issuing bonds or other financing instruments, the contractor shall, as certified by the Governor's Office of Management and Budget, ensure the participation of emerging investment managers as defined in the Illinois Pension Code. Makes other changes. Effective immediately.
Amends the Illinois Vehicle Code. Provides that where traffic signals are not in place, vehicles must stop and yield to a pedestrian in a crosswalk rather than yielding the right-of-way by slowing down or stopping if need be. Provides that on a school day when children are present and so close that a potential hazard exists because of the close proximity of the motorized traffic and when traffic signals are not in place or in operation, vehicles must stop and yield to a pedestrian in a crosswalk rather than yielding the right-of-way by slowing down or stopping if need be to so yield. Effective immediately.
Appropriates $1 from the General Revenue Fund to the Illinois Student Assistance Commission for loan assistance under the Child Welfare Student Loan Forgiveness Act. Effective July 1, 2009.
