Amends various Acts relating to the governance of State universities. Repeals provisions that permit the children of employees of a State university who have been employed by any one or by more than one State university for an aggregate period of at least 7 years to receive a 50% tuition waiver. Effective immediately.

Amends the Collateral Recovery Act. Defines "automobile rental company". Provides that the Act does not apply to an automobile rental company or the employee of an automobile rental company when engaged in an activity otherwise covered by the Act if the activity is conducted by the employee on behalf of that automobile rental company. Provides that the Act does not apply to a towing company or towing operator when an employee or agent of an automobile rental company is present at the site from which the vehicle is towed. Provides that the Act does not apply to persons engaged in the recovery of collateral that is incidental to and within the scope of the person's primary business purpose and the primary business purpose is other than repossession. Effective July 1, 2012.
Amends the Illinois Insurance Code. Makes changes to the provision concerning disclosure of limited benefits. Provides that when a beneficiary, insured, or enrollee utilizes a participating network hospital or a participating network ambulatory surgery center and, due to any reason, in network services for radiology, anesthesiology, pathology, emergency physician, or neonatology are unavailable and are provided by a nonparticipating facility-based physician or provider, the insurer or health plan shall ensure that the beneficiary, insured, or enrollee shall incur no greater out-of-pocket costs than the beneficiary, insured, or enrollee would have incurred with a participating physician or provider for covered services. Sets forth provisions concerning written explanation of benefits, billing, assignment, negotiated reimbursement, arbitration, prudent laypersons, failure to make an offer of payment, and noncovered services.
Amends the Board of Higher Education Act. In a Section concerning the underrepresentation of certain groups in higher education, requires the Board of Higher Education to require all public institutions of higher education to track the status of those students who are the first in their family to attend an institution of higher education. With respect to the Board's annual report to the General Assembly and the Governor, requires the report to include, with respect to each public institution of higher education, the status of those students who are the first in their family to attend an institution of higher education.
Amends the Lobbyist Registration Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Food, Drug and Cosmetic Act. Provides that notwithstanding any provision of law, any person who is authorized to dispense prescription drugs in the State must accept, free of charge, expired or unwanted prescription drugs for proper disposal. Provides that the prescription drug dispenser shall make available to its customers or patients a container suitable for use as a receptacle that only permits for the deposit of items and the contents of which are locked and secured for the expired or unwanted prescription drugs. Provides that if a patient or customer is issued a prescription drug from a person who is authorized to dispense prescription drugs in the State and that prescription drug causes an adverse reaction and the patient or customer returns the remainder of the prescription drug to the dispenser, then the dispenser shall refund the full cost of the prescription drug to the patient or customer.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Illinois Public Aid Code. Requires the Department of Human Services to establish a co-payment scale that provides for cost sharing by families that receive child care services, including parents whose only income is from assistance under the Code (rather than the Department shall require co-payments for child care services by any parent, including parents whose only income is from assistance under the Code). Provides that the co-payment shall be based on family income and family size and may be based on other factors as appropriate (rather than based on family income, family size, and the number of children in care). Provides that co-payments may be waived for families whose incomes are at or below the federal poverty level (rather than co-payments shall not be increased due solely to a change in the methodology for counting family income). Effective immediately.
Amends the Petroleum Equipment Contractors Licensing Act. Defines "licensee". Deletes the requirement that each investigator shall have a minimum of 2 years of investigative experience out of the proceeding 5 years prior to being employed by the State Fire Marshal to enforce the Act. Deletes provisions requiring the Office of the State Fire Marshal to adopt rules regarding training required for personnel engaged in Underground Storage Tank activity regulated under the Act. Makes changes in provisions concerning applications and issuance and renewal of licenses. Makes other changes. Amends the Regulatory Sunset Act. Extends the repeal date for the Petroleum Equipment Contractors Licensing Act to January 1, 2022 from January 1, 2012. Effective immediately.
Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning on July 1, 2011, the Department of Healthcare and Family Services shall develop incentive programs for dentists who perform dental services on children covered under the Children's Health Insurance Program, the Covering ALL KIDS Health Insurance Program, and the Medicaid program. Requires the incentive programs to include a pilot program in a rural and urban designated shortage area that increases rates up to 64% of the reimbursement level that the dentists charge for those services covered. Provides that the Department shall increase the rate level of dental specialty services that are provided to eligible children to equal 64% of the dentist's usual and customary charges. Requires the Department to develop and implement an incentive program that rewards dentists who are enrolled as a "dental home". Effective immediately.
