FOOD-DRUG-ENERGY DRINKS

Amends the Illinois Food, Drug and Cosmetic Act. Defines "energy drink" as any soft drink with a caffeine level of 6 mg or more per ounce. Provides that it is unlawful in this State for any person to sell, offer for sale, or deliver an energy drink to a person under 18 years of age. Provides that in addition to any other remedies provided by law, the Director of Public Health is authorized to file a complaint and apply to the circuit court for, and such court may upon hearing and for cause shown grant, a temporary restraining order or preliminary or permanent injunction restraining any person from violating the provision concerning energy drinks.

ROAD FUND-APPORTION BY DIST

Amends the State Finance Act. Provides that beginning with Fiscal Year 2015, all Road Fund Monies shall be appropriated to provide 50% to Department of Transportation District 1 and 50% to be divided among the remaining Department of Transportation Districts. Effective July 1, 2014.

ONE GUN PER MONTH

Amends the Criminal Code of 2012. Changes references in the statute on unlawful sale of firearms from "sell" or "give" to "transfer". Prohibits multiple sales of handguns within a 30-day period. Creates the offense of unlawful acquisition of handguns. Provides exemptions and affirmative defenses. Penalty is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense.

REAL EST DISCLOSURE-SEWER LINE

Amends the Real Estate Disclosure Act. Provides that a seller of residential property to which the Act applies shall have the sewer line from the residential property to the sewer main, or in the case of a septic system to the septic tank, inspected by a licensed plumber using video camera inspection technology, and that the licensed plumber shall prepare a written, dated report that includes his or her review of the condition of the line. Provides that the seller shall attach the report to the residential real property disclosure report form required under the Act.
