POSTING INFORMATION-INTERNET

Amends the Criminal Code of 2012. Provides that a person who knowingly places, posts, or reproduces on the Internet a photograph, video, or digital image of a person in a state of nudity, in a state of sexual excitement, or engaged in any act of sexual conduct or sexual penetration, without the knowledge and consent of that person, is guilty of a Class 4 felony. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for any person engaged in placing, posting, publishing, reproducing, or maintaining an Internet site to solicit or accept the payment of a fee or other consideration for removal of a person's private material or identifying information, which has been placed, posted, published, reproduced, or maintained on an Internet site without knowledge and consent of that person.

ROTA-BAD DEBT

Amends the Retailers' Occupation Tax Act. Provides that a retailer is relieved from liability for any tax that becomes due and payable if the tax is represented by amounts that are found to be worthless or uncollectible and have been charged off in accordance with generally accepted accounting principles on and after July 1, 2014. Provide for a deduction if the retailer had previously paid such a tax. Effective immediately.

RIVERBOATS-SUPPLIERS-CHIPS

Amends the Riverboat Gambling Act. Provides that a supplier shall permanently affix its name or a distinctive logo or other mark or design element identifying the manufacturer or supplier (was, its name) to all its equipment, devices, and supplies for gambling operations. Provides an exception for gaming chips without a value impressed, engraved, or imprinted on it. Allows the Board to waive the requirement for any specific product or products if it determines that the requirement is not necessary to protect the integrity of the game. Provides that items purchased from a licensed supplier may continue to be used even though the supplier subsequently changes its name, distinctive logo, or other mark or design element; undergoes a change in ownership; or ceases to be licensed as a supplier for any reason. Effective immediately

SECURE CHOICE SAVINGS PROGRAM

Creates the Illinois Secure Choice Savings Program Act. Establishes a retirement savings program in the form of an automatic enrollment payroll deduction IRA with the intent of promoting greater retirement savings for private-sector employees in a convenient, low-cost, and portable manner. Creates the Illinois Secure Choice Savings Program Fund consisting of moneys received from enrollees and participating employers. Sets forth the composition of the Board, the Board's duties, and provisions governing risk management, investment firms, and investment options. Provides for employee and employer information packets, as well as program implementation and enrollment. Provides that the State shall have no duty or liability to any party for the payment of any retirement savings benefits accrued by any individual under the Program. Requires annual reports and audits of the Program. Sets forth penalties. Amends the State Finance Act to create the Illinois Secure Choice Savings Program Fund. Effective immediately.

PROP TX-ASSESSMENT FREEZE PROG

Amends the Property Tax Code. Creates a reduction for improvements to foreclosed property. Provides that the assessed value of those improvements shall be reduced 10% of the equalized assessed value of the improvements on June 30, 2012. Provides that the reduction shall be for a period of 5 years, and is subject to certain conditions. Effective immediately.

DCEO-JOBS INCENTIVE FUND

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Jobs Incentive Fund as a special fund in the State Treasury. Provides that moneys in the Fund shall be used by the Department to make grants to qualified applicants. Amends the Uniform Disposition of Unclaimed Property Act. Provides that the first $2,500,000 over and above the $2,500,000 remaining in the trust fund shall be deposited into the Jobs Incentive Fund, and the remainder shall be deposited into the State Pensions Fund (now, everything over the first $2,500,000 is deposited into the State Pensions Fund). Effective immediately.

INC TX-LAID OFF WORKERS

Amends the Illinois Income Tax Act. Provides that each taxpayer is entitled to a credit for each employee of the taxpayer who was (i) laid off by the taxpayer during calendar year 2012, (ii) employed by the taxpayer for at least one year prior to being laid off, (iii) rehired by the taxpayer during calendar year 2013, and (iv) retained by the taxpayer for a period of at least one year after being rehired. Provides that, if the employee was rehired on or before May 31, 2013, the taxpayer is entitled to a credit in an amount equal to 66% of the total taxes imposed on the employer with respect to that employee under the Federal Insurance Contribution Act during the 12-month period commencing with the date of rehire. Provides that, if the employee was rehired on or after June 1, 2013, the taxpayer is entitled to a credit in an amount equal to 33% of the total taxes imposed on the employer with respect to that employee under the Federal Insurance Contribution Act during the 12-month period commencing with the date of rehire. Provides that the credit may be carried forward. Provides that the credit is exempt from the Act's automatic sunset provision. Effective immediately.
