Amends the Nitroglycerin Transportation Act. Makes a technical change concerning the short title.

Amends the Day and Temporary Labor Services Act. In the Section containing legislative findings, adds a finding that temporary laborers are vulnerable to discriminatory practices. Defines "day or temporary labor applicant". In a Section concerning recordkeeping, provides that the day and temporary labor service agency shall keep a record of the race, ethnicity, and gender of each day or temporary laborer or day or temporary labor applicant, as provided by the person who requests employment with or is contracted by the day and temporary labor service agency (instead of "the race and gender of each day or temporary laborer sent by the day and temporary labor service agency"). Provides that the day and temporary labor service agency shall provide each day or temporary labor applicant with and retain a copy of a written notice signed by an employee of the day and temporary labor agency and specifying the date, time, and location the applicant requested employment. Provides that at the time of annual registration, the day and temporary labor service agency shall submit to the Department of Labor, on a form created by the Department, a report containing the information required by the new provisions, grouped by branch office, in the aggregate for all day or temporary laborers assigned within this State in the prior year. Provides that in the case of a health and safety or notice violation, a private right of action exists for compensatory damages and an amount between $50 and $500 for each violation (instead of "up to $500 for the violation"). Makes corresponding changes.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.

Amends the Illinois Municipal Code. Requires the corporate authorities of a municipality with a population of less than 40,000 to adopt an ordinance staggering the terms of its aldermen or trustees by July 1, 2015. Provides that the staggered terms of aldermen or trustees shall go into effect at the first election after July 1, 2015. Prohibits municipalities from reducing the length of the terms from 4 years to 2 years.

Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.

Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections and the Department of Juvenile Justice.

Amends the School Code and the Public Community College Act. With respect to the requirement that the events of Black History be taught in every public elementary school and high school, provides that a student may not complete the 8th grade or graduate from high school without studying this material and that a school may meet this requirement through an online program or course. Requires every community college to offer and all students to take a course studying the events of Black History. Allows a community college to meet the requirement by offering an online course.

Amends the Illinois Health Facilities Planning Act. Creates the South Suburban Trauma Center Fund. Provides for the construction of a south suburban trauma center. Provides that the Health Facilities Review Board, in consultation with the Department of Public Health, shall select a provider to operate and provide healthcare services to the trauma center. Amends the Emergency Telephone System Act and the Wireless Emergency Telephone Safety Act. Provides that from July 1, 2015 through June 30, 2025, all surcharges shall be increased by $0.02 to be deposited into the South Suburban Trauma Center Fund. Amends the Toll Highway Act. From July 2, 2015 through June 30, 2025, imposes a $1 surcharge at the toll booth known as Plaza 47 to be deposited into the South Suburban Trauma Center Fund. Amends the State Finance Act. Adds the South Suburban Trauma Center Fund.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.

Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
