Amends the Probation and Probation Officers Act. Provides that the Division of Probation Services shall establish training standards for continuing education of probation officers and supervisors and broaden access to available training programs. Effective immediately.
Amends the Illinois Commercial Relocation of Trespassing Vehicles Law of the Illinois Vehicle Code. Makes it unlawful for a commercial vehicle relocator to remove a trespassing vehicle from private property without notifying the law enforcement authorities in the jurisdiction where the vehicle is located prior to removal of the vehicle (rather than within one hour of the vehicle's removal). A violation is a Class C misdemeanor, a civil penalty of not less than $100 nor more than $1,000 may also be imposed, and the relocator's license may be subject to suspension or revocation.
Amends the Video Gaming Act. Provides that establishments within 100 feet of a grocery store, a day care center, or a day care home are ineligible to operate video gaming terminals.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections and the Department of Juvenile Justice.
Amends the School Code. Allows each member of the General Assembly to nominate persons from his or her district, which persons shall receive a certificate of scholarship in a State university designated by the member. Sets forth provisions concerning such nominations, including the number of persons a member may nominate and the length of the scholarships. Provides for the waiver of confidentiality as a condition of nomination. Provides for the use of a scholarship, including that the scholarship exempts the holder from the payment of tuition and fees.
Amends the Public Health Standing Orders Act. Makes a technical change in a Section concerning the short title.
Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to develop and maintain a written policy concerning the credits that the university will award for courses on a joint services transcript. Defines "joint services transcript". Effective January 1, 2017.
Amends the Illinois Municipal Code. Creates the consolidated Village of Lynwood-Ford Heights from June 1, 2017 and until May 31, 2025, with the terms of all officers of the Villages of Ford Heights and Lynwood ending on May 31, 2017. Provides that electors of the Village of Lynwood-Ford Heights elect at-large officers during the 2017 and 2021 consolidated elections. Provides that the electors of the Village of Lynwood-Ford Heights shall vote by referendum in the 2024 general election whether to continue the consolidated Village of Lynwood-Ford Heights. Provides that if the electors reject the continuation of the consolidated Village of Lynwood-Ford Heights, the former electors of the Villages of Ford Heights and Lynwood shall elect separate trustees and municipal officers in the 2025 consolidated election and those villages shall revert back to their statuses as existing prior to June 1, 2017.
Amends the Counties Code and the Illinois Municipal Code. Requires the corporate authorities of a municipality with a population of less than 1,000,000 to adopt an ordinance appointing an inspector general on or before July 1, 2015. Provides that if such an ordinance is not adopted after that date, the sheriff of the county that encompasses the municipality or the majority of its territory shall assume and perform the duties of the inspector general.
Amends the Illinois Lottery Law. Provides that the Quality of Life scratch-off game shall be discontinued on December 31, 2025 (rather than December 31, 2017). Effective immediately.
